Objective 
– The implementation of a Core Curriculum for Skippers of SCV at EU level

Priorities 
– Compilation of all available relevant information;
– Synthesis of a core curriculum based on comparison of information;
– Assessment of proportionality of policy suggestions;
– Obtaining the views of stakeholders and Member States; follow-up actions;
– Dissemination

Among financed actions 
– To mapp and to analyse the existing national qualifications and training curricula for skippers of small commercial vessels; 
– Combination process of national qualifications and training curricula found by the mapping and analysis to be identical across Member States; 
– List of elements which are not common from Member State;
– Surveys, meetings, workshops;
– Possible follow-up actions;
– To produce a clear presentation which will allow all professional skippers to see which additional qualifications to their own they will need for sailing a vessel flagged in another Member State
