The global objective of this call for proposals is to contribute to the reinforcing of the role and efficiency of the cultural sector in Tunisia, in the democratisation processes, decentralisation, social dialogue and economic and social development, within the framework of strategic objectives of the EU/Tunisia partnership.

Priorities and funded actions:

Objectives
– Contribute to the the reinforcing of the decentralisation process of the institutions and Tunisian cultural actions.

Among financed actions
– Analysis of the current organisation of the Ministry of Culture and Safeguard of Heritage (MCSH) and the modification considered necessary or useful, linked to decentralisation, particularly concerning decision-making and monitoring circuits
– Study and clarification of current laws and rules, and propositions relevant to useful measures or, as the case may be, necessary to the adaptation of the MCSH to a decentralised functioning 
– Simulation and formulation of regional (Governorates) and local strategies (Delegations, municipalities), based on resources, traditions and the specific choices of each region, city, in the general framework of government priorities and sustainable development principles, including the development of cultural and creative industries and the opportunities linked to international cooperation
– Institutional organisation of an information mechanism and dedicated website: definition and implementation of a structure or mechanism that could centralise, distribute and animate information using resources produced by other departments of the MCSH, regions, communes and establishments (political, regulatory, missions, resources, programmes, local strategies, mapping, etc.);
