Funds for: managing cross-border disaster risk through prevention and preparedness in Europe, IPA beneficiaries and EU Neighbourhood countries

Priorities and funded actions:

Objectives
* To manage cross-border disaster risk through prevention and preparedness in Europe, IPA beneficiaries and EU Neighbourhood countries

Priorities 
* Priority 1: developing cross-border risk assessments 
– Development of cross-border risk assessments for identified cross-border risks;
– Establishment of joint data/information-sharing tools or platforms; 
– Establishment of a network of competent authorities at national and sub-national level for specific risks; 
– Implementation of cross-border risk management plans or action plans 

* Priority 2: enhancing cross-border emergency management
– Enhancing the understanding of the institutional and legislative context of emergency management in neighboring country/ies;
– Identification of existing gaps to cross-border emergency response;
– Strengthening cross-border interoperability (e.g. of civil protection modules or other response capacities);
– Developing and improving cross-border response plans, including Host nation support;
– Testing and strengthening cross-border operational collaboration in disaster response

Among financed actions
* For priority 1 : Activities that aim to analyze risks with cross-border impacts, either building-up on an existing cross-border risk assessment or developing one through the project
– Risk assessment report;
– Agreements, working procedures, methodologies;
– Open source IT platforms for data/information-sharing

* For priority 2: actions that aim to enhance cross-border disaster preparedness  
– Analysis of legal/institutional aspects of cross-border cooperation and mutual assistance;
– Risk management capability assessments for cross-border areas;
– Cross-border training programmes;
– Design and realisation of joint cross-border small-scale exercises for previously identified risks

* This call for proposals is an open call for proposals

* Initial duration of the action: up to 24 months

* Eligibility:
– For proposals submitted under the internal budget:
> Be legal persons;
> Be a private entity, public entity, or international organisation;
> Be directly responsible for the preparation and management of the action with the other applicants, i.e. not acting as an intermediary;
> Be established in one of the eligible countries, i.e.: Member States, including Overseas Countries and Territories (OCTs) 

– For proposals submitted under the external budget:
> Be legal persons;
> Be a private entity, public entity, or international organisation;
> Be established in one of the eligible countries:
~ Instrument for Pre-Accession (IPA) beneficiaries not participating in the UCPM: Albania, Bosnia and Herzegovina, Kosovo;
~ European Neighbourhood Policy countries: East (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) and South (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia); 
~ Member States, including Overseas Countries and Territories (OCTs)
