Funds for: Enhancing European tools in the area of disaster preparedness
Main beneficiaries: Private entities, public entities, or international organisations

Priorities and funded actions:

* To respond to multi-sector emergencies, including health, Chemical, Biological, Radiological and Nuclear Risk Mitigation (CBRN), environment and marine pollution in Europe and its Neighbourhoods

* Strengthening capacities for emergency response;
* Developing operational tools to facilitate emergency response; 
* Reinforcing inter-sector and macro-regional response plans and procedures

Among financed actions
* For priority 1:
– Development of action plans for increased deployability of response capacities in the context of a UCPM response operation;
– Explore options for adapting existing response capacities for land/maritime emergencies;
– Develop a knowledge base on response options to environmental risks
* For priority 2:
– Solutions for secure and rapid sharing of data for medical emergencies;
– Systems to collect/analyse emergency response data to support developing evidence-based response strategies are available;
– IT-based solutions to facilitate disaster response;
* For priority 3:
– Plans for inter-operability of response capacities across civil protection and other relevant sectors;
– Inter-sector response plan for complex emergencies

* This call for proposals is an open call for proposals

* Initial duration of the project: up to 24 months

* Eligibility
– Be a legal person;
– Be: a private entity, a public entity, or an international organisation; 
– Be established in the territory one of the eligible countries;

– Support from the competent national civil protection authority (or maritime authority for projects focusing on marine pollution) of each country which will benefit from the action must be demonstrated

– Internal budget: projects targeting Participating States in the UCPM;
– External budget: projects targeting the Enlargement countries not participating in the Mechanism and European Neighbourhood Policy countries;

– Under the internal budget: project candidate should involve at least three entities from three different Participating States or international organisations in cooperation with entities from the Participating States;
– Under the internal budget: International organisations cannot act as lead consortium partner;

– Under the external budget: project candidate should involve at least three entities from three different eligible countries
– Under the external budget: each partnership must include at least one entity from a Participating State
