The European Commission is mobilizing € 5 million for a new capacity building project to support African countries to implement and enforce global rules on customs and trade facilitation following an agreement signed yesterday with the World Customs Organization (WCO).
The project, as a part of the Pan African programme, is primarily aimed at promoting the “Harmonized System” or HS updated. This system is a fundamental element of world trade and the application of global customs rules. It allows the authorities to recognize and classify goods entering and leaving customs territories. More generally, the system helps countries to coordinate and harmonize their customs rules while reducing the costs of international trade.
