Providing funding for Neighbourhood countries through bilateral, regional and cross-border cooperation programmes, the new ENI programme will further foster democracy, stability and economic development in Europe’s Southern and Eastern periphery.
The Regulation establishes the ENI “with a view to advancing further towards an area of shared prosperity and good neighbourliness” between the EU and its 16 ENP partners, “by developing a special relationship founded on cooperation, peace and security, mutual accountability and a shared commitment to the universal values of democracy, the rule of law and respect for human rights”.
The ENI replaces the ENPI (the European Neighbourhood and Partnership Instrument) in supporting the implementation of the political initiatives that have shaped the European Neighbourhood Policy – the Eastern Partnership between the EU and its eastern neighbours, and the Partnership for Democracy and Shared Prosperity and the Union for the Mediterranean in the EU’s southern neighbourhood.
The ENI Regulation enshrines the principle of ‘more-for-more’, spelling out that EU support“will be incentive-based and differentiated in forms and amounts”, taking into account a number of elements, including commitment to agreed reforms and progress in building deep and sustainable democracy.
The Regulation establishing the ENI had been adopted by the European Parliament on 11 December 2013. Following its adoption by Council last week it entered into force upon publication in the Official Journal.
The Regulation applies from 1 January 2014 until 31 December 2020, with a financial envelope for the period of €15,432,634,000.
Five other external action instruments, funds from some of which are also available for the Neighbourhood, were adopted by the Council at the same time as the ENI. They are:
– Instrument for Pre-accession Assistance (IPA)
– Development Cooperation Instrument (DCI)
– Partnership Instrument (PI)
– Instrument contributing to Stability and Peace (IfSP)
– European Instrument for Democracy & Human Rights (EIDHR)
