Objectives
* DCI: To strengthen CSOs in Costa Rica and Panama to be actors of governance and sustainable and inclusive development at State level;
* EIDHR: To support and strengthen CSOs, democracy activists, human rights defenders working on human rights and democracy issues

Priorities
* To promote social cohesion and territorial development in order to reduce inequality gaps
– To contribute to the reduction of territorial inequalities
* To protect human rights of the indigenous, Afro-descendant and migrant population and to promote full access to sexual and reproductive rights for persons in situations of greater vulnerability;
* To make CSOs as actors of governance and of development in favour of social inclusion in Panama;
– To strengthen CSOs in order to increase social inclusion as well as women participation in decision-making and youth voice within society
* To support CSOs, democracy activists and human rights defenders in promoting key human rights and democracy issues in Panama: Focus on youth in conflict with the law, migrants/refugees, and indigenous populations
– To strengthen capacities of CSOs, democracy activists and human rights defenders, to promote at the local level the abolition of any form of discrimination in Panama, in particular against young people in conflict with the law, migrants/refugees, and indigenous populations

Among financed actions
– Activities must be in line with the objectives and priorities of the call. (1.2 of the guidelines document)

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility:
– Lots 1 to 4:
> Be a legal person;
> Be non-profit-making;
> Be constituted since at least 3 years
– Lot 1:
> Be a CSO or a representative platform, established in Costa Rica or in a Member State of the EU;
> Where the lead applicant is not Costa Rican, a partnership with at least one Costa Rican CSO is required and the projects must respond to an initiative emanating from the Costa Rican co-applicant
– Lot 2: 
> Be a CSO or a representative platform, without any nationality restriction;
> Where the lead applicant is not Costa Rican, a partnership with at least one Costa Rican CSO is required and the projects must respond to an initiative emanating from the Costa Rican co-applicant
– Lot 3:
> Be a CSO or a representative platform, established in Panama or in a Member State of the EU;
> Where the lead applicant is not Panamanian, a partnership with at least one Panamanian CSO is required and the projects must respond to an initiative emanating from the Panamanian co-applicant
– Lot 4:
> Be a CSO or a representative platform, without any nationality restriction;
> Where the lead applicant is not Panamanian, a partnership with at least one Costa Rican CSO is required and the projects must respond to an initiative emanating from the Panamanian co-applicant

– Lot 1 and 2: Action must take place in Costa Rica
– Lot 3 and 4: Action must take place in Panama
