EU conflict prevention instrument used to fund arms for Ukraine

While the EU treaties prohibit the Union from using its regular multi-annual budget to finance military operations, the European Peace Facility (EPF) and its off-budget financing do provide a way out of this obligation.

The EU has therefore announced that it will use an off-budget financing instrument, the EPF, which has a ceiling of €5 billion and can be used to provide military assistance.

This recently created intergovernmental fund has enabled the European Union to provide military assistance to partner countries and to finance the deployment of its military missions abroad.

In this context, the European Council adopted a €500 million support programme under the EPF, which consists of two assistance measures that will contribute to strengthening the capabilities and resilience of the Ukrainian armed forces in order to defend the territorial integrity and sovereignty of Ukraine and to protect the civilian population.
