What is this methodology sheet for?

A European project is governed by a contract called “grant agreement.” This agreement is most often signed by the project initiator, who becomes the contractor, and by either the European Commission, the Managing Authority for structural funds or the Delegation of the EU for the external cooperation programmes who becomes the contracting authority.
It is possible to amend the grant agreement during the execution of the project in case of a major change.
