  • EU partner country from the Southern Neighbourhood : Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria  and Tunisia

Priorities and funded actions

Objectives

  • To increase participation of CSOs in policy making process and policy dialogue, the promotion of public accountability and the advocacy role of civil society
  • To enable CSOs in the Southern Neighbourhood to participate in structured dialogue with the European Union

Priorities

  • Priority 1: Capacity building and financial / thematic support to CSOs
  • Priority 2: Participation to regional structured dialogue of civil society with the EU with involvement of relevant stakeholders

Among financed actions

  • Policy research, analysis and engagement in policy formulation, implementation, monitoring and impact analysis processes, including engagement around national development programmes and strategies
  • Identifying constituency interests, needs and concerns and framing of issues around these and communication to government at different levels; development and presentation of collective voices and engagement in constructive dialogue with different stakeholders, by also using media in a constructive and efficient manner
  • Monitoring and (shadow) reporting on policy and decision making processes, implementation of legislation, management of public resources

  • This call for proposals is an open call for proposals
  • Initial duration of the action: between 36 months and 48 months

Eligibility

  • Be a legal person
  • Be non-profit-making
  • Be a civil society organisation
  • The Lead applicant should have experience of at least 3 years in one of the following themes in the Southern Neighbourhood:
    • Governance, democracy and human rights
    • Environmental protection, climate change
    • Trade and economic cooperation
    • Migration
Financement
  • Total budget of the call: 11 million euro
    • Lot 1: 7 million euro
    • Lot 2: 4 million euro
  • Amount of the grant:
    • Lot 1: betweeen 2.5 million and 3.5 million euro
    • Lot 2: between 1.5 million and 2 million euro
  • Co-financing rate: between 55% and 90% of the total eligible costs of the action
