Priorities and funded actions

Objectives
* To enhance local governance through social accountability;
* To support to population with vulnerabilities and disadvantages in particular women, people with disability and elderly

Priorities
* To enhance capacity of civil society to participate in local governance, to hold the Local Government Units and service providers accountable and make them responsive to the needs of citizens and beneficiaries in order to improve LGUs’ governance, good performance and transparency;
 – Capacity building of civil society in participation in local governance system and structures and in accountability processes, in local Government decision making, programme and planning process, financial and budget management, monitoring of local programmes; capacity building of civil society towards a better internal governance and management, networking, data gathering, leadership, advocacy and assertiveness; participation of civil society and local communities in local governance in compliance with the Local Government Code;
– Promotion of transparency and accountability of the LGUs and other relevant stakeholders; supporting the LGUs in their reforms in order to comply with the seven areas of the 2019 Seal of Good Local Governance assessment system; monitoring of LGU service delivery and performance; support to national and local levels interactions, dialogue and information exchange

* Improve livelihoods and access to social protection for persons with vulnerabilities and disadvantages in particular women, people with disability and elderly at local level, using a community based approach;
– Reduction of poverty and vulnerability;
– Enhancing people’s capability to manage economic and social risks such as unemployment, exclusion, sickness, disability, old age …;
– Promotion and support access to justice;
– Promotion and support access to frontline services;
– Preventive and health promotion interventions in the area of nutrition;
– Interventions in maternal health care and reproductive health and family planning; 
– Access to quality healthcare structures and service delivery;
– Promotion and support to efficient labour markets;
– Access to services and markets;
– Access to value enhancing inputs and technology;
– Strengthening of social enterprise and/or cooperative;
– Strengthening of capacities in business strategy and management;
– Enhancing understanding of disability; 
– Promotion of opportunities and quality of employment for PWDs;
– Transition of workers from the informal to the formal economy;
– Support and promotion for services targeting elderly;
– Support LGUs social protection and sensitivity programmes in the framework of the Seal of Good Local Governance;
– Data gathering and statistics management on social protection for the most vulnerable;
– Support to implementation of laws and policies on social protection;
– Monitoring of local social protection programmes

Additional information
* This call for proposals is an open call for proposals

* Initial duration of the action: action may not be lower than 24 months nor exceed 48 months

* Eligibility:
– Be a legal person; 
– Be non-profit making;
– Be a civil society organisation or civil society associations;
– Be established in the Philippines or a Member State of the European Union or a Member State of the European Economic Area (EEA);

– International organisations are not eligible to apply under this call for proposal

Financement

* Indicative budget per lot:
– Lot 1: 889,300 euro 
– Lot 2: 889,300 euro 

* Amount of the grant: between 300,000 and 500,000 euro

* Cofinancing rate:
– Local CSOs (established in the Philippines): between 60% and 90% of the total eligible costs of the action 
– European CSOs (established in a Member State of the European Union or a Member State of the European Economic Area (EEA)): between 60 % and 75% of the total estimated eligible costs of the action
