Objectives
* To support socio-economic development of Cambodia fishing communities in the Tonle Sap and the coastal regions;
* To promote an integrated and sustainable wetland management and rehabilitation of the Tonle Sap Biosphere Reserve (TSBR), which attains simultaneously objectives related to biodiversity, food security/fisheries/agriculture/livelihoods, and climate change
Priorities
* Specific objective 1:
– Improving the quality of the Tonle Sap and Coastal Region fishing communities’ living environment and reducing the incidence of water-borne diseases;
– Promoting access of children from Tonle Sap and Coastal Region fishing communities to education;
– Promoting sustainable alternative livelihoods in the Tonle Sap and the coastal region in Cambodia
* Specific objective 2:
– Landscape planning and management;
– Fire management, including fire prevention and monitoring;
– Vegetation assessment, rehabilitation and restoration, in particular regarding the flooded forest;
– Selected agriculture and forest management support
* Cross-cunting priorities:
– The proposal shall give full attentions to vulnerable households and individuals, with specific consideration to women, women with disability, young adults and members of ethnic minorities;
– The proposal shall address gender equality, woman rights, and their participation in decision-making and leadership in all the following thematic areas:
> In promoting eco-tourism development, safe water and sanitation, and plastic waste management in fishing communities in the buffer zone of the Tonle Sap Lake and the coastal region;
> In integrated landscape management, vegetation rehabilitation, fire prevention and management in all areas of the TSBR;
> In any possible activities related to agriculture/forest in buffer and transition zones of the TSBR. If relevant, gender equity shall also be addressed in vegetation rehabilitation
– The proposal shall address climate change through promoting resilient and enhanced productivity of key ecosystems such as flooded forests, resilience of agriculture, and mitigation by combatting forest fires and climate-friendly rice production/agriculture and forest related activities. Furthermore, it promotes climate responses through resilient practices for eco-tourism, safe water and sanitation, and plastic waste management;
– The proposals shall be developed across thematic areas (for instance ecotourism projects and VET skills in tourism; safe water supply, sanitation and solid waste management, etc.);
– The principles of “do no harm” should be well incorporated in all phases of project cycle management
Amongst financed actions
* Under lots 1, 2 and 3:
– Clean water supply, hygiene and sanitation (WASH):
> Actions aiming at sustainably developing, through a private sector development / market approach, the availability and accessibility of adapted and affordable solutions for the production, supply and maintenance of safe water and sanitation solutions to the households of the target communities, such as biosand filters, bottled purified, filtered or treated water, floating latrines, sky latrines, biogas digesters, etc;
> Actions aiming at piloting and scaling up adapted and viable solutions for the collection and management of solid wastes in the targeted communities (and in particular in those selected for ecotourism development);
> Actions aiming at improving the demand for safe water supply and improved sanitation and waste management services;
> Actions shall combine interventions on both the demand and the supply sides and cover the whole spectrum of WASH interventions
– Education:
> Actions aiming at increasing the availability and accessibility of early childhood education (ECE) services in the Tonle Sap and the coastal fishing communities;
> Actions aiming at increasing access to and completion of primary education in the Tonle Sap and the coastal fishing communities, as well as the transition to the secondary level
– Green economy:
> Actions aiming at supporting the development of alternative sources of employment and income, compatible with the TSBR fragile ecosystem, including in the ecotourism sector in a context of recovery of the tourism sector after the Covid19 pandemic, through support to initiatives from members of the fishing communities or from private operators ready to engage in equitable partnerships with the local communities;
> Actions aiming at greening existing tourism activities
* Under lot 4:
– Actions supporting the development of knowledge, tools, capacity building for integrated and concerted planning aiming at the integrated sustainable landscape planning and management of the TSBR;
– Actions supporting fire prevention, management, and monitoring in particular in flooded forests and other areas, at the global and meso levels;
– Actions supporting rehabilitation or restoration of the TSBR natural vegetation and landscape;
– Actions supporting the development of sustainable and climate resilient value chains with local communities with appropriate: land use management, vegetation rehabilitation and fire prevention
Additional information
* This call for proposals is an open call for proposals
* Initial duration for the action:
– Lots 1,2 and 3: between 36 and 48 months
– Lot 4: between 36 and 60 months
* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation;
– Be established in Cambodia or in a Member State of the European Union or in a beneficiary country listed in Annex I to Instrument for Pre-Accession II established by the Regulation (EU) No 231/2014 or in contracting party to the Agreement on the European Economic Area or in a developing country and territory, as included in the list of ODA recipients published by the OECD-DAC (‘list of ODA recipients’), which is not a member of the G20 Group or in an oversea country or territory covered by Council Decision 2013/755/EU of 25 November 2013 or in a Member State of the OECD. This obligation does not apply to international organisations;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
* Actions must take place in one or more of the following in-country regions / provinces:
– Lot 1, Socio-economic development of the West Tonle Sap fishing communities: Communities strongly depending on fishing in the Tonle Sap flooded forest area of the Tonle Sap Biosphere Reserve, in the provinces of Siem Reap and /or Banteay Meanchey and/or Battambang;
– Lot 2, Socio-economic development of the East Tonle Sap fishing communities within the flooded forest area of the Tonle Sap Biosphere Reserve, in the provinces of Kampong Chhnang and/or Kampong Thom and/or Pursat Provinces;
– Lot 3, Socio-economic development of coastal fishing communities located along Cambodia’s coast and near-shore islands, in the provinces of Kep and/or Koh Kong and/or Kampot and/or Preah Sihanouk;
– Lot 4, Integrated landscape management in the The Tonle Sap Biosphere reserve
* Indicative allocation of funds by lot/geographical distribution:
– Lot 1, Socio-economic development of the West Tonle Sap fishing communities (Specific objective 1): 4 million euros
– Lot 2, Socio-economic development of the East Tonle Sap fishing communities (Specific objective 1): 4 million euros
– Lot 3, Socio-economic development of coastal fishing communities (Specific objective 1): 4 million euros
– Lot 4, Integrated landscape management in the TSBR (Specific objective 2): 4.9 millions euros
* Grant amount:
– Lot 1: Socio-economic development in the West Tonle Sap fishing communities: between 3.5 and 4 million euros
– Lot 2: Socio-economic development in the East Tonle Sap fishing communities: between 3.5 and 4 million euros
– Lot 3: Socio-economic development in the Coastal fishing communities: between 3.5 and 4 million euros
– Lot 4: Integrated Landscape management in the TSBR: 4.9 million euros
* Co-financing rate: between 60% and 90% of the total eligible costs
