Priorities and funded actions

Objectives
* To contribute to the promotion and protection of human rights, fundamental freedoms and to contribute to the strengthening of the international framework for the promotion and protection of human rights, justice and the rule of law in Malawi

Priorities
* Lot 1: Support freedom of expression with particular emphasis on access to information;
* Lot 2: Improve living conditions in prisons and fight against torture and other cruel, inhuman or degrading treatment or punishment

Among financed actions
* Lot 1: Support to freedom of expression with particular emphasis on access to information
– Advocacy, lobbying and development of strategies to create a better environment for access to information and freedom of expression (Communication Act, Political Parties Act, Access to Information Act);  
– Organise communication campaigns on access to public information (including government and  political parties data) and develop the ability of citizens to scrutinise and influence policy making on the use of public resources;
– Increase competency of media, their understanding and capacity to accurately report on human rights, political (particular attention to the election reporting, to the Political Parties Act and to the Access to Information act once implemented), including through trainings and strengthening of media training institutions;
– Promote freedom of expression, through media training and ethics;

* Lot 2: Improve living conditions in prisons and fight against torture and other cruel, inhuman or degrading treatment or punishment
– Provision of medical and psychological assistance, legal counselling and any other type of support to detainees;
– Awareness-raising on human rights and international law standards, increasing accountability, and combatting cultures of impunity (including on death penalty)

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 18 and 24 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a Civil Society Organisation or an Association of CSOs;
– Be established in a Member State of the European Union, in Malawi or in any eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union’s instruments for external action (CIR) for the EIDHR instrument;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary

* Actions must take place in in the Republic of Malawi

Financement

* Indicative allocation of funds by lot:
– Lot 1: 286,914 euros
– Lot 2: 286,914 euros

* Grant amount:
– Lot 1: between 250,000 and 286,914 euros
– Lot 2: between 250,000 and 286,914 euros

* Co-financing rate: between 50% and 90% of the total eligible costs
