Priorities and funded actions

Objectives
* To provide support to human rights and promote democracy and good governance

Priorities
* Support for Human Rights with a particular focus on economic, social and cultural rights;
* Support to Civil Society Organisations’ (CSOs) actions aimed to promote democracy through inclusive social local development

Among financed actions
* Priority 1 – Support for Human Rights with a particular focus on economic, social and cultural rights:
– Facilitating dialogue processes and mediation activities (such as inter-community, intercultural dialogues);
– Capacity building through trainings of CSOs active in the human rights field;
– Awareness raising and communication campaigns to inform on specific human rights issues in particular:
> Equal opportunity and freedom of association in the labour market;
> Domestic violence against women and girls;
> LGBTI rights;
> Equal right of access to social services, reproductive health, safe drinking water and sanitation and a clean environment

* Priority 2 – Support to Civil Society Organisations’ (CSOs) actions aimed to promote democracy through inclusive social local development:
– Promoting the inclusion of women, youth, and other marginalised groups into formal and informal decision-making structures at local, regional and national level;
– Advocating, promoting and facilitating access of women to the labour market in particular for single- parent women and female victims of domestic violence;
– Support to activities aimed at promoting the women-environment-employment nexus;
– Capacity building of CSOs to advocate for greater access of the population to social services and effectively addressing environmental concerns;
– Supporting CSOs in promoting accountability and transparency at local, regional and national level;
– Enhancing the level and quality of the dialogue between CSOs and Kazakh authorities, including on Kazakhstan’s international obligations related to the human dimension

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated 

* Initial duration of the action: between 24 and 36 months 

* Eligibility:
– Be a legal person or a natural person;
– Be non-profit-making;
– Be a specific type of organisation such as: non-governmental organisation, international (inter- governmental) organisation as defined by Article 156 of the EU Financial Regulation;
– Be established in a Member State of the European Union, in Kazakhstan or any other country;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;
– In addition the following are however also eligible:
> The National Human Rights Institution;
> Ombudsman Office;
> Non-profit-making university
– The lead applicant must act with at least one co-applicant

* Actions must take place in Kazakhstan. Nevertheless, some specific activities may, if duly justified in the description of the action, take place in EU countries when they are directly related to situations arising in Kazakhstan and for the benefit of this country

Financement

* Grant amount: between 220,000 and 250,000 euros

* Co-financing rate: between 50% and 95% of the total eligible costs
