Priorities and funded actions

Objectives
* To contribute to the development and consolidation of democracy and the rule of law and respect for human rights and fundamental freedoms for all;
* To enhance the contribution of civil society organisations to governance and development processes as partners in promoting socio-economic development and inclusive and sustainable growth;
* Lot 1: to provide direct support to civil society organizations in order to consolidate and strengthen their advocacy role and to energize multi-stakeholder partnership in the promotion, defence of human rights and good governance and the analysis and monitoring/evaluation of the main democratic reforms under way;
* Lot 2: to strengthen the role and capacities of civil society organizations in the processes of social development and inclusive and sustainable growth, as actors of governance in favour of increasing women’s participation in decision-making and better care for women and girls who are victims of violence and greater integration and participation of young people in Moroccan society;
* Lot 3: to encourage the establishment of a constructive tripartite dialogue (EU and EU Member States, national human rights protection bodies, civil society) on human rights in Morocco, helping to improve their respect 

Priorities
* Lot 1: Promotion, protection of human rights and good governance
– Promotion of the rights of detainees, including minors in conflict with the law;
– Promotion of measures for the abolition of the death penalty;
– Monitoring of public rights and freedoms;
– Promotion of the right of access to information;
– Support for human rights defenders;
– Preventing and combating corruption;
– Promotion of the protection of freedom of opinion and expression; Promotion of the protection of freedom of opinion and expression

* Lot 2: Equality, combating violence against women and children and youth participation
– Promotion of gender equality through the fight against violence against girls/women (including underage marriage and single mothers) and children through prevention, protection, victim care and prosecution;
– Socio-occupational integration and participation of young people

* Lot 3 – Good governance in the field of human rights and strengthening of multi-stakeholder dialogue
– To develop concerted positions and bring together the strategies of actors acting for human rights in Morocco through the strengthening of their framework for dialogue

Among financed actions

* Lot 1:
– Activities in favour of better care for detainees, particularly minors, improvement of detention conditions, socio-economic reintegration of detainees, and promotion of alternatives to imprisonment;
– Activities in favour of promoting measures for the abolition of the death penalty and/or the formalization of the de facto moratorium;
– Activities for the promotion of freedom of assembly, association and peaceful assembly and the protection of those involved in this freedom ;
– Activities to promote freedom of expression by strengthening citizens’ right of access to information (consultation, participation in the formulation of public policies) and protection of those involved in this freedom;
– Activities that promote access to justice, legal, judicial and/or psycho-social assistance; counselling and legal representation for victims of human rights violations;

* Lot 2:
– Activities relating to the prevention of violence against women and girls by working to change mentalities, particularly among men and boys, within local associations working with groups of men and/or mixed groups;
– Activities relating to the protection of girls and women against violence;
– Activities relating to the provision of services for the care, assistance and legal support of women and girls who are victims of violence (listening services, psychological support, accommodation, orientation/reintegration, etc.);
– Activities that help young people to find opportunities for integration into the labour market in cooperation with civil society organizations, the private sector and schools;

* Lot 3:
– Activities that allow for the cross-fertilisation of expertise, the integration of scientific and field expertise with an understanding of the issues, responsibilities and roles of each party for the collective construction of common solutions in the field of human rights;
– Activities promoting the establishment of a tripartite dialogue between the EU, Member States and Moroccan institutions and civil society;
– Activities accompanying the implementation of the EU strategy in the field of human rights in Morocco

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated 

* Initial duration of the action:
– Lot 1: between 12 and 36 months ;
– Lot 2: between 24 and 36 months;
– Lot 3: between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be a non-profit organization;
– Be a civil society organization, including non-profit non-governmental organization (NGO), professional association, independent foundation, public sector operator, as well as public institutes of higher education, non-profit universities;
– Be established in a country eligible under this call for proposals, i.e. in Morocco, in a Member State of the European Union or a beneficiary listed in Annex I to Regulation (EU) No 236/2014, or a member country of the European Economic Area, or a developing country;

– Lot 1:
> Have carried out regular activities in the promotion of democracy and human rights and more specifically in areas of intervention of the type covered by this programme 

– Lot 2:
> Have carried out regular activities in one or more of the fields of intervention covered by this call for proposals:
~ at least during the last two years preceding the submission of the application for Moroccan applicants,
~ at least in the last five years preceding the filing of the application for applicants with a nationality other than Moroccan, including at least 12 months in relation to Morocco

– Lot 3:
> Have carried out at least two projects in the field of promotion of democracy and human rights and more specifically in the priority areas covered by this call for proposals

Financement

* Indicative budget per lot
– Lot 1: 2 million euro;
– Lot 2: 2,3 million euro;
– Lot 3: 300,000 euro

* Amount of grant
– Lot 1: between 100,000 and 300,000 euro;
– Lot 2: between 300,000 and 500,000 euro;
– Lot 3: between 250,000 and 300,000 euro;

* Co-financing rate:
– Lot 1: between 51% and 95% of the total eligible costs;
– Lot 2: between 51% and 91% of total eligible costs;
– Lot 3: between 51% and 91% of total eligible costs;
