Objectives
* Lot 1: European Instrument for Democracy and Human Rights
– To strengthen civil society in the promotion, protection and respect of human rights
* Lot 2: Civil Society Organizations Program
– To improve the contributions of CSOs to development processes, food security and the promotion of democracy in the country
Priorities
* Lot 1: European Instrument for Democracy and Human Rights
– Priority 1: Promoting the exercise of the right to freedom of expression and the quality of information and independence of the media;
– Priority 2: Support the rights of migrants, internally displaced persons and returnees
* Lot 2: Civil Society Organizations Program
– Priority 1: Food security
– Priority 2: Strengthening the space for democracy and dialogue between civil society and public institutions
Among financed actions
* Lot 1: European Instrument for Democracy and Human Rights
– Priority 1:
> Awareness raising and advocacy around the right to information, organization and citizen participation;
> Supporting investigative journalism efforts on issues related to access to public information and human rights;
> Promote access to free and independent information, including the Internet and the avoidance of cyber-censorship;
> Strengthen the capacities of human rights defenders and journalists to carry out their work. Including safe digital practices, protocols for action, mechanisms and manuals for self-protection
– Priority 2:
> Support and/or advocate for the improvement or creation of public policies to protect migrants, internally displaced persons and returnees in line with international conventions and standards;
> Prevent and combat human rights violations against migrants, internally displaced persons and returnees, also in the context of human trafficking and smugglin;
> Contribute to the comprehensive protection of children and their families who are internally displaced, migrants or returnees;
> Promote viable initiatives and partnerships for return migration
* Lot 2: Civil Society Organizations Program
– Priority 1:
> Promote and support grassroots organizations and cooperatives in the development of sustainable local production initiatives (organic, agro-ecological and family agriculture) to meet basic food needs;
> Strategies for the empowerment and economic recovery of women, to maintain their income and livelihoods through agriculture;
> Promoting public policy initiatives aimed at expanding and strengthening investment in subsistence and family agriculture to contribute to food security;
> To support the acquisition, development and implementation of technologies for adapting and mitigating small-scale agriculture to climate change, for the sustainability and sustainability of agricultural production systems
– Priority 2:
> Creation of spaces for dialogue between civil society, academia, think tanks, the private sector and the State;
> Actions that promote transparency and accountability of public institutions;
> Monitoring and follow-up of national and international commitments to measure progress in key areas such as fundamental rights, corruption and democratic governance;
> Strengthening the capacities of CS organisations in the design and monitoring of public policies linked to Agenda 2030 and the Covid-19 pandemic crisis
Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated
* Initial duration: between 24 and 36 months
* Eligibility:
– For both lots:
> Be a civil society organization;
> Be a legal entity;
> Be not for profit;
> Applicants from countries other than El Salvador must apply with at least one Salvadorian organisation as co-applicant;
> Applicants from countries other than El Salvador must be duly registered for at least three years prior to submitting the proposal and must prove that they have implemented actions in El Salvador in the areas covered by this call for proposals for at least the same three-year period;
> Applicants from El Salvador must prove that they have been registered with the competent authority for at least three years before submitting their proposal and must prove that they have carried out activities in the areas covered by this call for proposals for at least the same three-year period;
be directly responsible, with their co-applicants and other affiliated entities, for the preparation and management of the action and not merely act as an intermediary
– For lot 1:
> No nationality restrictions apply to the principal applicant and his co-applicant(s)
– For lot 2:
> Be established in El Salvador 7 or in one of the Member States of the European Union according to Annex I of Regulation (EU) No 231/2014
* The action must take place in El Salvador
* Indicative allocation of funds by lot:
– Lot 1: 1.75 million euro;
– Lot 2: 2 million euro
* Grant amount: between 300,000 and 500,000 euro
* Co-financing rate:
– The main applicant is established in El Salvador: between 60% and 90% of the total eligible costs;
– The main applicant is not established in El Salavador: between 60% and 75% of the total eligible costs
