EIDHR – Human rights and Democracy (HR&D) – Cambodia – 2021

The European Instrument for Democracy and Human Rights (EIDHR), the predecessor programme of the Global Europe: Neighbourhood, Development and International Cooperation Instrument (NDICI) under the 2014-2020 budget, aims to promote and protect human rights, fundamental freedoms democracy, and the rule of law. The Human Rights and Democracy Thematic Programme complements other EU external assistance instruments and foresees direct cooperation with human rights defenders and local civil society organisations without the need for approval of national authorities.

Priorities and funded actions

Objective

  • To foster pluralist voices, freedom of expression and association by encouraging political dialogue as well as protect and strengthen the role of human rights defenders as both individuals, and formal or informal organisations or networks

Priorities 

Priority 1 – Protecting and empowering individuals to contribute to the full enjoyment by everyone of all human rights, be they civil, political, economic, social or cultural rights

Priority 2 – Building resilient, inclusive and democratic societies to foster a functioning, pluralist, participatory and representative democracy and protect the integrity of the electoral process

Priority 3 – Safeguarding fundamental freedoms, including harnessing the opportunities and addressing the challenges of new technologies to create and maintain an environment conducive to the full exercise of all fundamental freedoms online and offline

Among financed actions (by priorities)

  • Protecting and empowering individuals
    • Strengthen capacity of civil society, including advocacy to ensure effectiveness of social dialogues; full compliance with environmental standards; repeal discriminatory laws, policies, measures and practices
    • Enhanced oversight by – and a strengthened role for – civil society in monitoring, preventing and responding to human-rights violations
    • Strengthened capacities of human-rights defenders and CSOs, including in strategic litigation, advocacy and public awareness
  • Building resilient, inclusive and democratic societies
    • Promoting pro-democracy organisations, networks and alliances
    • Supporting political pluralism and inclusiveness
    • Promoting active citizenship in public and political life
    • Improved integrity, transparency and accuracy of electoral processes and/or voter education
  • Safeguarding fundamental freedoms, including harnessing the opportunities and addressing challenges of digital and new technologies
    • Promoting an environment respectful of ideas, views and opinion
    • Ensure access to pluralistic, quality-based and diverse sources of information of public interest
    • Facilitate the establishment of inclusive dialogue platforms with national authorities and institutions.
    • Strengthening public awareness and inclusive debate on the centrality of Human Rights and
    • Democracy in the regulation and use of new technologies

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 36 months

Eligibility 

  • Be a legal person
  • Be non-profit-making
  • Be: non-governmental organisation, public sector operator, independent political foundation, community-based organisations, networks of organisations/umbrella organisations
Financement
  • Amount of the grant: between 700,000 and 1.05 million euro
  • Co-financing rate: up to 90% of the total eligible costs
