Objective
- To foster pluralist voices, freedom of expression and association by encouraging political dialogue as well as protect and strengthen the role of human rights defenders as both individuals, and formal or informal organisations or networks
Priorities
Priority 1 – Protecting and empowering individuals to contribute to the full enjoyment by everyone of all human rights, be they civil, political, economic, social or cultural rights
Priority 2 – Building resilient, inclusive and democratic societies to foster a functioning, pluralist, participatory and representative democracy and protect the integrity of the electoral process
Priority 3 – Safeguarding fundamental freedoms, including harnessing the opportunities and addressing the challenges of new technologies to create and maintain an environment conducive to the full exercise of all fundamental freedoms online and offline

- Protecting and empowering individuals
- Strengthen capacity of civil society, including advocacy to ensure effectiveness of social dialogues; full compliance with environmental standards; repeal discriminatory laws, policies, measures and practices
- Enhanced oversight by – and a strengthened role for – civil society in monitoring, preventing and responding to human-rights violations
- Strengthened capacities of human-rights defenders and CSOs, including in strategic litigation, advocacy and public awareness
- Building resilient, inclusive and democratic societies
- Promoting pro-democracy organisations, networks and alliances

- This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
- Initial duration of the action: between 24 and 36 months
