Priorities and funded actions

Objectives
* Promoting ecological transition as an alternative to face global/local challenges and ensure environmental, social and economic sustainability, with concrete and evolving actions in Peru ;

* Lot 1: ecological transition
– Promoting the transition to a low-carbon economy, particularly in the Peruvian Amazon ;

* Lot 2: Sustainable Cities
– Promoting the integral ecological transition in a municipality of the Province of Lima (Metropolitan Lima), in cooperation and obligatory alliance with the respective municipality;

* Lot 3: visibility and mobility
– Making visible the limits of the current economic and social model, in order to stimulate the drastic and necessary change to guarantee the well-being of future generations;

* Lot 4: Protection of Environmental Human Rights
– Improving respect for and observance of human rights in the field of the environment as an essential element of overall environmental protection and improved environmental governance

Priorities
* Lot 1:
– Promoting the transition to a circular economy in production and consumption systems, at a significant level that can be scaled up and/or multiplied;
– Promoting efficiency in the use of resources, by incorporating or reintegrating wastes into new production cycles;
– Promoting green, sustainable and circular value or production chains that contribute to the preservation and sustainable use of natural capital, including biodiversity (ecotourism, sustainable wood, products without deforestation, etc.). This priority includes promoting the presence of environmentally and socially sustainable and/or circular production products in national and international supermarket chains ;
– Supporting local communities in the Peruvian Amazon in the development of sustainable economies and income-generating activities, including the inclusion of goods (wild resources, timber and non-timber forest products) and environmental services (water resources, soil productivity) from forest ecosystems ;
– Supporting land-use planning and management as well as monitoring compliance with the legal framework for land use over a large part of the territory;

* Lot 2:
– Promoting the definition and implementation of integral sustainable city policies, in a municipality of the province of Lima and with a demonstrative character, that is to say a pilot and evolutionary action ;
– Promote public-private articulation, foster alliances between the authorities, the private sector and society, and mobilize cities and citizens who are more aware and more demanding in terms of environmental protection;
– Demonstrating the incorporation of the circular economy into city management

* Lot 3:
– Producing audiovisual or other material, adapted to raise public awareness and mobilize the public, on the consequences of environmental degradation and climate change, the limits of the linear economy and the advantages of the circular economy and sustainable development;
– Ensuring the mass dissemination of audio-visual and other materials to stimulate debate and mobilize organizations, individuals and financial resources for environmental protection and climate change assistance

* Lot 4:
– Promotion of a safe and enabling environment for the defence of environmental human rights and the security and protection of its defenders ;
– Strengthening the professional, technical and financial capacities (litigation, legal advice, negotiation and conflict resolution, access to information, etc.) of environmental human rights defenders and justice operators;
– Reducing power asymmetries through access to information on environmental human rights;
– Consolidating territorial monitoring processes and other environmental control and surveillance mechanisms;
– Developing dialogues and capacities for conflict prevention and resolution;
– Developing the capacity and leadership of affected communities and indigenous peoples to prevent and remedy human rights violations

Among financed actions:
* For lot 1:
– Promotion of environmentally and socially sustainable consumption and production patterns;
– Reduction of waste production through prevention, reduction, recycling and reuse;
– Development of actions aimed at sustainable forest management;

* For lot 2:
– Urban planning with a focus on sustainability;
– Integration of the circular economy and climate change measures into the municipality’s planning and budgeting instruments;
– Strengthening the capacities of local authorities and the knowledge of citizens on the principle of the sustainable city and the circular economy;

* For lot 3:
– Audiovisual demonstration of environmental degradation and its dramatic consequences for people’s well-being and livelihoods and demonstration of the urgency of action against climate change;
– Media campaigns, thematic debates and other communication and visibility actions;

* Lot 4:
– Advocacy for the security and protection of environmental human rights defenders, including measures for the overall protection of defenders such as temporary relocation, legal support, psychological support and training in security skills ;
– Facilitation of access to justice for defenders and victims;
– Strengthening organizational and financial capacities, including the consolidation of platforms and networks for the protection of human rights defenders

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated.

* Initial duration of the action :
– For lots 1 and 2: between 30 and 48 months
– For lot 3: between 24 and 48 months
– For lot 4: between 24 and 36 months

* Eligibility:
– Being a legal person;
– Be non-profit;
– Being a civil society organization
– For lots 1 to 3: to be established in Peru or in an EU Member State;
– For lot 4: no nationality requirement for the lead applicant;

– Actions must take place :
> In Peru for lots 1, 3 and 4;
> In the municipalities of the Province of Lima for lot 2

Financement

* Indicative budget per lot:
– Lot 1: 1,613 million euro
– Lot 2: 800,000 euro
– Lot 3: 320,000 euro
– Lot 4: 1,53 million euro (with suspension clause)

* Amount of grant :
– Lot 1: between 500,000 and 805,000 euro
– Lot 2: between 375,000 and 400,000 euro
– Lot 3: between 300,000 and 320,000 euro
– Lot 4: between 370,000 and 382,000 euro

* Co-financing rate :
– Minimum 55% of total eligible costs
– Up to 90 % of the total eligible costs for lots 1, 2 and 3
– Up to 95 % of the total eligible costs for lot 4
