Priorities and funded actions

Objectives
* Support activities prior to the implementation of the procedure for consultation and participation of indigenous peoples and local communities ;

Priorities
* Contribute to strengthening CSO dialogue and collaboration with local and national authorities ;
* Support the partnership between Congolese CSOs, and between Congolese and non-Congolese CSOs; which is presented and coordinated by a Congolese CSO as lead applicant, with the aim of encouraging local ownership;
* Using local human resources, limiting the use of expatriate staff as much as possible.

Among financed actions
* Support the establishment of the Consultation Commission and the definition and adoption of its procedures and working arrangements (terms of reference, rules of procedure, roadmap, timetable, etc.) ;
* Support the updating of an in-depth, inclusive and reliable mapping identifying the stakeholders potentially impacted by the project, customary rights holders and customary land management mechanisms, as well as all users of natural resources in the project area;
* Support the elaboration and adoption of a Methodological Guide that will develop, in accordance with national regulations and international standards, the procedure for consultation and participation of indigenous peoples and local communities;
* Facilitate the implementation of the procedure on the basis of the adopted Methodological Guide;
Facilitate the implementation of the procedure on the basis of the adopted Methodological Guide; * Provide technical and logistical support for the work of the Consultation Commission, as well as follow-up of the fieldwork, including the drafting of reports and facilitation of local validation of provisional results, where appropriate;
* Support the communication and visibility of the work of the Commission, for the benefit of the general public and in particular for the indigenous peoples and local communities concerned.

* This is an open call for proposals

* Eligibility:
– Be a legal person, or an entity without legal personality, or a natural person ;
– Be a non-profit making organization;
– Be a non-governmental organization;

 

Financement

* Amount of the grant: EUR 211 850
* Co-financing rate: between 50% and 95% of the total eligible cost.
