Priorities and funded actions

Objectives
* Lot 1: Strengthen the role and capacities of civil society organizations in promoting a culture of equality and combating violence and stereotypes;
* Lot 2: Strengthen the role and capacities of non-State actors in promoting women’s empowerment and employability in support of the implementation of the national plan for women’s economic empowerment

Priorities
* Lot 1 – Promoting a culture of equality and combating violence and stereotypes
– The fight against sexist stereotypes with a prior situational analysis and intervention strategy through: priority communication channels, support measures, impact analysis and the establishment of strategic and multiplier partnerships with sectoral and local authorities, the media and/or religious and traditional authorities;
– Prevention of violence against girls and women, including in the fight against underage marriage;
– Working with families, young boys and men on gender stereotypes and violence prevention ;
– Supporting positive masculinity and fatherhood;
– Innovative support for changing the perception of women’s role in socio-economic life, their rights, their social and economic contribution and their prospects; and

* Lot 2 – Promotion of women’s empowerment and employability
– Support for economic resilience and recovery in a post-crisis context COVID 19 including facilitating access to information on economic recovery and protection measures to complement institutional communication ;
– Promotion of an enabling environment for economic empowerment and decent work for women through strategic and multiplier partnerships with sectoral and local authorities and the private sector and advocacy;
– Support methods for professional insertion/promotion and entrepreneurship (upstream and downstream, advisory support for organisation, management and structuring in relation to the authorities and private sector actors);
* Targeted actions for new opportunities, including in areas with high potential for female employment;
* Dissemination of the culture of equality and the fight against discrimination and gender stereotypes;
Dissemination of the culture of equality and the fight against gender-based discrimination and stereotypes;
* Strengthening of women’s employability and economic empowerment

Among the actions financed
* Promote partnership with local authorities, the private sector etc. to strengthen the vectors of change, the sustainability of actions and their leverage effect;
* Ensure coordination between actors and aiming at the creation and/or strengthening of networks, the setting up of consortia, complementary and multi-actor partnerships with diversified competences (universities, research centres, associations, NGOs, media, private sector, local authority, etc.);
* Valuing innovative actions which permit measurable results and have a multiplier effect and which propose a monitoring system with reliable and verifiable indicators capable of providing precise elements for measuring progress towards the achievement of objectives and results and facilitate their capitalisation and potential replicability;
* Promote participatory and inclusive methodologies that take into account the expectations and experiences of public, private, associative or capitalization/research and advocacy actors;
* Integrate an approach based on the lessons learned from previous experiences, by proposing recommendations of a regulatory, legal or practical change nature, to improve women’s empowerment and fight against violence against women in a logic of network and federation of the actors of the sector around common objectives;
* Ensure visibility and communication on EU support, the results achieved and the impact generated by these results, in accordance with the “Guidelines for partners on communication and visibility of EU-funded external actions”;
* Take into account the gender dimension, referring in particular to the EU’s Second Action Plan on Gender Equality, which aims to achieve solid progress in third countries, as well as the Beijing Platform for Action+20 and subsequent review conferences;
* Mainstreaming a take-charge approach by promoting alternative models to hegemonic masculinities;
* Contributing to the achievement of the objectives of the Paris Agreement and the proposed measures for climate change mitigation and adaptation (Sendai Framework for Action for Disaster Risk Reduction 2015-2030);
* Ensure coordination and complementarity with other actions financed by the EU, in particular those in support of national institutions, and also those implemented by international organisations and bilateral cooperation agencies, so as to ensure broad geographical and thematic coverage;
* As far as possible, be part of the implementation of the national legislative framework, ongoing reforms and national sectoral strategies;
* The implementation of the national action plan on “Open Government” for the period 2018-2020, in particular the commitments made by the Kingdom of Morocco with regard to access to information, budget transparency, citizen participation and the fight against corruption

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: from 24 to 36 months

* Eligiblity:
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity or entities, and not act as an intermediary;
– To be a legal entity;
– Belong to one of the following categories (non-exhaustive): associations or non-governmental organisations, university institutes, research centres, international organisations, organisations/associations of economic operators representing small and medium-sized enterprises;
– Be established in Morocco or in the European Union;
– Have carried out programmes and/or projects (one or more), in Morocco and/or the MENA region, in support of the promotion of equality and/or women’s empowerment and/or employability and/or the promotion of a culture of equality during the last three years preceding the submission of the application;
– The establishment is determined on the basis of the organisation’s statutes, which must demonstrate that the organisation was created by an act of domestic law of the country concerned and that its head office is located in an eligible country. In this respect, any legal entity whose statutes have been created in another country cannot be considered as a local eligible organisation, even if it is locally registered or a “Memorandum of Understanding” has been concluded;
– The lead applicant must act with at least one co-applicant;
– Applicants of nationality other than Moroccan must act with co-applicant(s) of Moroccan nationality;
– The lead applicant must act with at least one co-applicant; 
– Applicants of nationality other than Moroccan must act with co-applicant(s) of Moroccan nationality

* The actions must be implemented in Morocco. Advocacy actions that can take place at the national level but with targeted field actions

 

Financement

* Amount of grant :
– Lot 1: from 500,000 and 800,000 euros
– Lot 2: from 500,000 to 1,200,000 euros

* Co-financing rate: from 51% to 90% of the total eligible costs
