Priorities and funded actions

Objectives 

  • To improve Justice and Rule of Law in Kyrgyzstan;
  • To build the capacity of Civil Society to monitor the justice system;
  • To mainstream Right-based approach and Gender Equality and to monitor that international Human Rights, Gender Equality and the principle of non-discrimination are embedded and enforced in the legislation;
  • To promote non-discrimination, transparency, accountability and efficiency and to contribute to protect the privacy rights, including of vulnerable groups.

Priorities

  • Priority 1: Networking of Civil Society Organisations, enhancing the capability of the Civil Society organisations to carry out Result-Based Monitoring of justice sector reform at country level, including policies, development and enforcement of legislation, and paying attention to gender equality;
  • Priority 2: Digitalisation of justice sector institutions, enabling rights-holders to oversee the legal and judicial reform and duty bearers to be accountable for it.

Among financed actions

  • Actions concerning training, capacity building, train the trainers;
  • Actions related to the design and implementation of monitoring methodology and collecting feedback from  monitoring;
  • Actions related to the monitoring of justice sector-related legal framework and enforcement of legislation;
  • Action related to monitoring of adherence to international human rights standards in the justice reform;
  • Actions related to the monitoring relevance, efficiency, effectiveness, impact and sustainability of digitalisation of the justice sector institutions;
  • Actions related to digitalisation of the justice sector institutions;
  • Actions related to the assessment of right-holders’ capacity and duty bearers’ accountability;
  • Actions related to the assessment of mainstreaming gender equality.

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 36 months.

Eligibility 

  • Be a legal person;
  • Be non-profit-making and non-governmental civil society organisation;
  • Be established in the Kyrgyz Republic or a Member State of the European Union or a Member State of the European Economic Area (EEA).
Financement
  • Amount of the grant: between 800,000 and 1.5 million euro
  • Co-financing rate: up to 95% of the total eligible costs
