Priorities and funded actions

Objectives

  • To support innovative start-ups and businesses in Kosovo through the facilitation of access to finance and access to business advisory services for their viability/survival and faster development and growth

Priorities

  • Priority 1: To strengthen the capacities of selected incubators and improve overall capacity support to
    startups
  • Priority 2: To increase the number of innovative and growth-oriented start-ups, in particular women- and
    youth-led start-ups
  • Priority 3: To increase and improve overall competitiveness of selected micro and small businesses in line
    with the EU standards

Among financed action

  • To support the existing incubators by investing in corporate infrastructure, production facility and improving services by scoping their technical assistance to mobilise better their services to start-ups
  • To increase the number and the sustainability of innovative and growth-oriented start-ups, in particular
    women- and youth-led ones through access to EU seed funding and access to business advisory services for start-ups
  • To supporting the enhancement of the start-up ecosystem through supporting linkages between incubators, academia, industry, public, private and international institutions, strengthening links of supported incubators with the EU ecosystem, linking up with EU networks and supporting quality and possible certification of incubators
  • To strengthen overall competitiveness of existing micro and small enterprises in particular womenand youth-led in industries such as wood, textile tourism and services

  • This call for proposals is an open call for proposals
  • Initial duration of the call: between 12 and 30 months

Eligibility

  • For Lot 1:
    • Be an existing business incubator and/or accelerator (public or non-governmental entity/organisation)
    • Be established and operational in Kosovo
    • Have experience at least 1 project in the field of provision of business incubation and busines
      support services that includes delivery and monitoring of seed funding or grants to start-ups
    • Have available premises for incubation services for start-ups
    • Have sufficient financial capacity to carry out the proposed action or work programme
    • Be directly responsible for the preparation and management of the action with the co-applicant(s)
      and affiliated entity(ies), not acting as an intermediary.
  • For Lot 2:
    • Be a legal person (entities with no legal personality are not eligible);
    • Be 100% privately owned micro and small sized enterprise (according to the Kosovo
      definition and law);
    • Be established and operational in Kosovo;
    • Operate in the following industries: wood, textile (design, manufacture and marketing of textile
      products), tourism and services;
    • Has sufficient financial capacity (comparable to size of the grant requested, annual turnover for
      the three last years to be submitted) to carry out the proposed action or work programme;
    • Be directly responsible for the preparation and management of the action with the co-applicant(s)
      and affiliated entity(ies), not acting as an intermediary.
Financement
  • Total budget of the call: 3 million euro
    • Lot 1: 1.5 million euro
    • Lot 2: 1.5 million euro
  • Amount of the grant:
    • Lot 1: between 250 000 and 500 000 euro
    • Lot 2: between 50 000 and 200 000 euro
  • Co-financing rate: between 51% and 90% of the total eligible costs
