Priorities and funded actions

Objectives

Promotion and development of entrepreneurship for the creation of decent and sustainable jobs in Madagascar
Implementation and monitoring of a support and capacity building system for the structures making up the incubation ecosystem in Madagascar

Priorities

Priority 1: strengthening the capacity and quality of the services offered by the structures making up the incubation ecosystem in Madagascar
Priority 2: expanding the geographical and sectoral scope of incubators and other business support structures
Priority 3: facilitating access to finance, including green finance for incubators, start-ups and small businesses supported within the incubation ecosystem
Priority 4: internationalisation of practices and markets by facilitating connections with other regional and international business support structures
Priority 5: commitment and active participation of Madagascar’s incubation ecosystem structures in the BIC Africa incubator network
Priority 6: promotion of sustainable and rational use of resources in the production and operating practices of the companies supported within the ecosystem
Priority 7: strengthening the culture of performance evaluation of the incubation ecosystem, in line with the state’s ambitions to promote formal and inclusive entrepreneurship in Madagascar

Additionnal information

This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evalued.
Initial duration of the action: between 30 and 36 months

Eligibility

Be a legal person
Be a public or a legal entity
Be an non-profit making entity
Belong to one of the following categories of organisations: non-governmental organisation, public sector operator, local authority, international (intergovernmental) organisation
Be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity/entities and not act as an intermediary
Act with at least one co-applicant established in an ACP State of the African continent when established in a Member State of the European Union
Have proven experience at international level in business incubation or support structures for very small and medium-sized enterprises (SMEs)
Action must be take place on the territory of the Republic of Madagascar

Financement

Total budget of the call: 2 million euro
Amount of the grant: between 1.7 and 2 million euro
Co-financing rate: between 85% and 95% of the total eligible costs
