Priorities and funded actions

Objectives
*  To strengthen capacities of CSOs as competent, transparent and effective actors of participatory democracy, contributing to advance the European path of Kosovo, and promoting active citizenship and participation through volunteering;
* To support the capacities of competent CSOs in strengthening resilience of the social protection system through innovative and efficient services to the most vulnerable citizens in close coordination with the CSWs

Priorities
* Lot 1: Civil society resource centre, phase II
– To build on and complement the activities and results of Resource Centre phase I and the ongoing TACSO project;
– To identify gaps, needs as well as priorities for capacity building to be addressed in the coming years

* Lot 2: Support to innovative projects in the area of social protection
– To address the needs of the most vulnerable groups through the provision of support and assistance services of different nature (e.g. medical, psychosocial, educational, protection and rehabilitation, etc.) in close coordination with the CSWs and other relevant services in targeted municipalities;
– To highlight the aspect/s of the project that qualify/ies as innovative, for example in relation to the proposed methodology, specific activity/es, target groups, partnership, etc.

Among financed actions
* Lot 1: Civil Society Resource Centre, phase II
– Actions to strengthen organisational development of civil society sector, enhance professional standards of CSOs, promote civic activism and volunteering;
– Actions that foster cross-sector cooperation, networking and evidence-based approaches and practices to increase sustainability of CSOs;
– Actions to engage citizens to actively participate in CSO programmes and advance cooperation among CSOs, public institutions, donor community, businesses and/or universities

* Lot 2: Support to innovative projects in the area of social protection
– Actions aiming to provide direct psychosocial or medical services to vulnerable groups (such as children with disabilities and their families, children and adults at risk, elderly people with special needs, children without parents or in difficult leaving conditions) in partnership with the municipal CSWs and other relevant social and/or healthcare services;
– Actions introducing innovative and integrated approaches to respond to emerging needs and increasing demand of social protection and services particularly for most vulnerable citizens in close coordination with other relevant social and/or healthcare services

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated 

* Initial duration of the action: between 36 and 42 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a civil society organisation;
– Be established in a Member State of the European Union or in a country covered by Article 19 of IPA II regulation;
– Be registered in Kosovo for at least 2 years before the date of publication of the call;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;
– Have a proven background and a minimum of 2 years of experience in Kosovo within the last 5 years in the field of the application at the submission deadline for concept notes

* Actions must take place in Kosovo
 

 

Financement

* Indicative budget per lot:
– Lot 1: 500,000 euro
– Lot 2: 900,000 euro

* Grant amount:
– Lot 1: between 450,000 and 500,000 euro
– Lot 2: between 400,000 and 450,000 euro

* Co-financing rate: between 51% and 90% of the total eligible costs
