Priorities and funded actions

Objectives

  • To enhance employability and inclusion of the long-term unemployed in the labour market and local community, with the focus on social welfare beneficiaries, women, low-skilled unemployed, people with disabilities and youth, by supporting community based social services, local partnership employment initiatives and business initiatives
  • To increase inclusion of hard-to employ groups at the labour market though innovative employment measures, with the focus on social welfare beneficiaries, women, low-skilled unemployed, people with disabilities and youth
  • To increase social inclusion in local community of vulnerable groups such as children, youth, PwDs and others, through development of innovative local social services

Priorities

  • Priority 1: establishment, improvement and/or sustainment of family based and/or community-based services, which enable social protection, inclusion and independent living of the vulnerable and disadvantaged groups in Montenegro
  • Priority 2: supporting employment measures designed and implemented at local level by local employment partnerships
  • Priority 3: establishing and strengthening of social business initiatives that promote social entrepreneurship and improve access to work for groups excluded from the labour market

  • Launch day care facilities
  • Supported living services for care leavers
  • Personnal assitance servies
  • Specialised counselling services

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 8 and 24 months

Eligibility

  • Be a legal person
  • Be non-profit or profit making
  • Be established in Montenegro, in a Member State or in a country named in Annex I of the IPA II Regulation
  • Be directly responsable for the preparation and management of the action
  • Be a NGO active in providing social and child protection services in Montenegro or a public sector operator in social and child Protection public institution in Montenegro (Lot 1)
  • Be a local authority in Montenegro (Lot 2)
  • Be a NGO established to pursue an explicit and primary social aim, a Cooperative or a private sector operators whose main aim is the social and professional integration of disabled or disavantaged persons (Lot 3)
Financement
  • Total budget of the call: 2,7 million euro
  • Amount of the grant:
    • Lot 1: between 60.000 and 150.000 euro
    • Lot 2: between 60.000 and 120.000 euro
    • Lot 3: between 60.000 and 100.000 euro
  • Co-financing rate: between 80% and 95% of the total eligible costs of the action
