Priorities and funded actions
Objectives
* To build the capacity of CSOs, media and media regulators to be professional, credible, effective and accountable independent actors
Priorities
* Support the development of civil society by providing capacity building, training, awareness and information to grassroots organizations, CSO and media organizations;
* Support the development of CSOs by means of networking and mentoring;
* To develop CSOs capacities to participate in policy-making processes and deliver cost-effective services;
* To support CSOs capacities to participate in the granting schemes (sub-granting or public calls for proposals);
* To ensure effective outreach to concerned public bodies in order to improve state and civil society relations and enhance cooperation between civil society and media organizations and the donor community, state institutions and other relevant programmes and stakeholders
Among financed actions
* Strengthening organisational development of civil society actors;
* Support CSOs to strengthen their advocacy skills, building networks and coalitions;
* Support CSOs in diversification of their funding opportunities and strengthen fund-raising abilities outside the framework of EU accession funding;
* Support cooperation among CSOs, state institutions and donor community;
* Build capacity of civil society actors for the contribution to the EU integration process;
* Build capacity of community-based organisations to provide services to citizens;
* Policy research and needs analysis on the quality of legal documents and good governance in relation to creating an enabling environment for civil society;
* Cooperation and coordination of capacity building actions with the EU Delegation;
* Enhance the capacity of CSOs to participate in the negotiation process with the EU;
* Enhance the capacity of CSOs to monitor and report on the implementation of strategies, primary and secondary legislation;
* Mentoring and coaching support to CSOs or CSO’s networks;
* Capacity building for grantees for managing and monitoring of financial support to third parties;
* Coordination of activities, in cooperation with the EU Delegation to Montenegro and EU Info Centre, to strengthen visibility of EU funded grants and sub-grants through provision of continuous expertise throughout the action implementation;
* Enhance the capacities of CSOs to act as intermediaries for financing of actions to grass-root and small organisations (through sub-granting)
Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated
* The initial starting month of implementation is July 2021
* Initial duration of the action: between 22 and 24 months
* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a Civil Society Organization;
– Be established in Montenegro or national of member state of the European Union or the countries covered by CIR;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;
– Be free of any political affiliations or memberships;
– Have a proven background and a minimum of 3 years of experience in Montenegro within the last 2 years in the field of the application at the submission deadline for concept notes
* Actions must take place in Montenegro
Financement
* Grant amount: 250,000 euros
* Co-financing rate: 100% of the total eligible costs
