Priorities and funded actions

Objectives

To support CSOs and CSOs networks to play their oversight and monitoring roles in the fields of good governance and rule of law, and advocate, educate and raise awareness for better governance and rule of law reforms
To strengthen the role and capacities of CSOs to influence, monitor, and advocate on environmental, climate change, environmental crime, biodiversity and conservation issues

Priorities

Lot 1
- Priority 1: anti-corruption
- Priority 2: justice
- Priority 3: budget transparency and accountability
Lot 2
- Priority 1: support CSOs’ role and capacities in fighting environmental and climate degradation and environmental crime, through influencing and monitoring the policy process and advocating for changes and reforms
- Priority 2: strengthened cooperation among CSOs and other stakeholders in policy and concrete actions that increase the protection of environment and biodiversity and the number of actions against climate change, at local and national level in order to empower civil society to participate in all policy/reform processes, including their implementation
- Priority 3: increase awareness and support behavioural change to protect the environment, biodiversity, and fight environmental crime and climate change

Among financed actions

Lot 1
- Building of strategic partnerships, networking and cooperation with CSOs and other relevant stakeholders or among CSOs
- Capacity building through training to and mentoring of CSOs and/or CSOs networks/coalitions/platforms to reinforce their organisational development, monitoring, oversight, advocacy and awareness raising skills
- Participation in policy formulation and promotion of greater contact and cooperation between civic and political actors, including fostering of structured dialogue mechanisms

Lot 2
- In the fields targeted by this call for proposals, building of inclusive and strategic partnerships, networking and cooperation with CSOs and other relevant stakeholders or among CSOs in the region and the EU
- Activities that raise awareness on environmental crime among target groups, and strengthen the legal support and/or enforcement for cases of environmental crime
- Activities that promote and/or aim at depollution and lowering of emissions, and/or lowering of material consumption and close the material loop, i.e. circular economy

Additional information

This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
Initial duration of the action:
- Lot 1 between 30 and 42 months
- Lot 2 between 24 and 42 months

Eligibility

Be a legal person
Be non-profit-making
Be non-governmental organisation
Be established in Albania or a Member State of the European Union or in another IPA III beneficiary , or in one of the members of the European Economic Area covered by CIR
There must be at least two up to a maximum of five co-applicants. Either the applicant or one of the co-applicants has to be registered in Albania.

Financement

Total budget of the call: 3.5 million euro
Amount of the grant:
- Lot 1 “Support to CSOs in the fields of Good Governance and Rule of Law“: between 400 000 and 500 000 euro
- Lot 2 “Support to CSOs in the fields of environmental, climate change, biodiversity and conservation issues“: between 375 000 and 500 000 euro
Co-financing rate: between 60% and 95% of the total eligible costs
