Priorities and funded actions

Objectives

  • To contribute to the promotion and protection of human rights, rights of nature and fundamental freedoms, democracy and the rule of law
  • To support the development of initiatives that promote the defence, promotion and guarantee of the Human Rights stipulated in the Universal Declaration and in the conventions that Ecuador has signed and ratified (Lot 1)
  • To support the development of proactive and operative actions and capacities of Ecuadorian Civil Society Organisations for the reduction of social inequality and the conservation of different ecosystems (Lot 2)
  • To promote and consolidate rural development in Ecuador’s border provinces (Lot 3)
  • To contribute to an inclusive, sustainable and resilient economy, with the aim of implementing projects for the reduction of chronic child malnutrition and the improvement of water consumption and sanitation processes (Lot 4)

Priorities

Lot 1 – Defence, promotion and guarantee of human rights and nature

  • Priority 1: Promotion and protection of the rights of the Peoples and Nationalities of Ecuador considered to be particularly vulnerable with respect to their territories and resources
  • Priority 2: Guarantee the life, integrity and defence of human rights defenders and defenders of nature, who are in situations of greater vulnerability, and who carry out fundamental work to make situations of social injustice visible and to combat impunity, as well as to promote democratic processes
  • Priority 3: Prevention of the cycle of gender violence and feminicide and other cruel and inhuman treatment of women, children and adolescents. With a dual focus on protection, early pregnancy and access to justice
  • Priority 4:  Promotion and protection of the rights of the LGBTIQ+ population, with a focus on the eradication of all forms of violence and discrimination

Lot 2 – Mitigating and eliminating all causes of environmental, social and cultural inequity

  • Priority 1: Promotion and access to education, and social inclusion of children and adolescents with moderate and severe disabilities
  • Priority 2: Support the fight against school dropout and dropout by promoting the right and access to education
  • Priority 3: Promote strategic alliances between civil society organisations (CSOs) to strengthen their capacities
  • Priority 4: Support the promotion of financial inclusion for women living in shelters after having suffered any type of violence
  • Priority 5: Promotion and protection of the cultural identity of ancestral peoples in order to promote cultural diversity and exchange between different cultures present in Ecuador
  • Priority 6: Promotion of the right to land and access to safe food and nutrition. Including protection and management of water sources
  • Priority 7: Support for the most vulnerable populations in the face of disasters caused by natural hazards or human activity with an impact on human health, soil and water

Lot 3 – Civil Society: Promoting social cohesion and integrated development in border territories

  • Priority 1: Livelihood development and vocational training for young people in populations living in border areas
  • Priority 2: Promotion of a culture of peace and human rights, in order to increase social cohesion in border territories
  • Priority 3: Follow-up and expansion of the border epidemiological surveillance desk. With a focus on supporting public health centres and clinics

Lot 4 – Support for the reduction of chronic child malnutrition in rural areas of Ecuador (Sierra and Coast)

  • Priority 1: Support to local authorities in territorial development initiatives through the design and implementation of projects for the improvement of the water and sanitation system and the reduction of chronic child malnutrition
  • Priority 2: Strengthening the capacities of local governments and beneficiary communities for the conservation and management of water and sanitation, and other necessary inter-disciplinary actions (livelihoods, nutrition, gender, etc.)
  • Priority 3: Participation of the consortium in coordination tables linked to national policy on the fight against Chronic Childhood Malnutrition, inter-institutional or inter-agency initiatives, such as the Consultative Council
  • Priority 4: Use of a standardised monitoring and evaluation system to assess the effectiveness of these actions, with respect to other communities that do not receive this support and investment, in order to learn lessons that can be scaled up at the national level

Among financed actions

  • Initiatives that promote the protection of the territory and the survival of life and resources of the country’s particularly vulnerable Indigenous Peoples
  • Initiatives for the protection and defence of human rights defenders and environmental defenders
  • Initiatives to promote comprehensive care for children and adolescents with moderate or severe disabilities for educational and social inclusion
  • Initiatives that promote access to education, favouring school reintegration and the fight against dropout and desertion
  • Supporting initiatives that promote the consolidation, continuation of vocational training and livelihood creation for young people at the border
  • Promotion of a culture of peace and guarantee of rights in border territories through initiatives to increase social cohesion and eliminate all forms of violence in border territories
  • Design and implementation of small drinking water projects for the preservation of water resources (watershed protection, and implementation of water catchment sources, filtering systems, drinking water purification systems, drinking water tanks, conduction systems (pipes, valves, etc.), managed by the JAAPS with the active participation of the communities
  • Provide technical assistance and training to rural water, sanitation, hygiene and health promoters to oversee the design, financing and implementation of water and sanitation and watershed protection projects

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 48 months

  • Be a legal person
  • Be non-profit
  • Be a civil society organisation (CSO) or be a network, platform or other coalition of CSOs with legal status
Financement
  • Total budget of the call: 12.441 million euro
    • Lot 1 – Defence, promotion and guarantee of human rights and nature: 1.27 million euro
    • Lot 2 – Mitigating and eliminating all causes of environmental, social and cultural inequity: 4.171 million euro
    • Lot 3 – Civil Society: Promoting social cohesion and integrated development in border territories: 3 million euro
    • Lot 4 – Support for the reduction of chronic child malnutrition in rural areas of Ecuador (Sierra and Coast): 4 million euro
  • Amount of the grant:
    • Lot 1 – Defence, promotion and guarantee of human rights and nature: between 423.000 and 635.000 euro
    • Lot 2 – Mitigating and eliminating all causes of environmental, social and cultural inequity: between 595.000 and 695.000 euro
    • Lot 3 – Civil Society: Promoting social cohesion and integrated development in border territories: 1 million euro
    • Lot 4 – Support for the reduction of chronic child malnutrition in rural areas of Ecuador (Sierra and Coast): 4 million euro
  • Co-financing rate:
    • Lot 1 – Defence, promotion and guarantee of human rights and nature: between 75% and 95% of the total eligible costs
    • Lot 2 – Mitigating and eliminating all causes of environmental, social and cultural inequity: between 60% and 95% of the total eligible costs
    • Lot 3 – Civil Society: Promoting social cohesion and integrated development in border territories: between 60% and 95% of the total eligible costs
    • Lot 4 – Support for the reduction of chronic child malnutrition in rural areas of Ecuador (Sierra and Coast): between 60% and 90% of the total eligible costs
