Priorities and funded actions

Objectives

  • To support and strengthen CSOs, democracy activists and human rights defenders in non-EU countries
  • To strengthen CSOs as independent actors for good governance and development that contribute to the promotion and protection of human rights and fundamental freedoms, democracy and the rule of law
  • To contribute to an inclusive, participatory and independent civil society and democratic space that allows for open dialogue with and between CSOs

Priorities

Lot 1 – Thematic Programme on Human Rights and Democracy

  • Priority 1: Protecting and empowering people
  • Priority 2: Building resilient, inclusive and democratic societies
  • Priority 3: Safeguarding fundamental freedoms, in particular by harnessing the opportunities and addressing the challenges of new digital technologies

Lot 2 – Thematic programme for CSOs at national level

  • Priority 1: Creating an enabling environment for civil society
  • Priority 2: Support the creation and operation of CSOs and their participation in development and governance processes at national and territorial level
  • Priority 3: Promote more inclusive participation by CSOs in dialogue on national and development policies in partner countries and strengthen CSO capacities

Among financed actions

Lot 1 – Thematic programme on human rights and democracy

  • Creating spaces for dialogue with responsible authorities at national, regional and local levels
  • Advocacy work and development of strategies to counter existing restrictions on human rights work
  • Advocacy work and technical assistance to the authorities for the generation and implementation of human rights legislation

Lot 2 – Thematic programme for CSOs at national level

  • Advocacy and lobbying for the promotion of enabling environments for women’s and youth rights organisations; and to forge alliances between actors defending gender equality or the rights of other vulnerable groups
  • Actions to promote dialogue between these organisations and other CSOs
  • Actions to set up, run and operate thematic observatories

  • This is an open call for proposals
  • Initial duration of the action: between 24 and 36 months

  • Be a not-for-profit entity

Financement
  • Total budget for the call: 5.2 million euro
    • Lot 1 – Thematic programme on human rights and democracy: 1.2 million euro
    • Lot 2 – Thematic programme for CSOs at national level: 4 million euro
  • Amount of the grant :
    • Lot 1 – Thematic programme on human rights and democracy: between 400.000 and 600.000 euro
    • Lot 2 – Thematic programme for CSOs at national level: between 800.000 and 1.5 million euro
  • Co-financing rate :
    • Lot 1 – Thematic programme on human rights and democracy: between 70% and 95% of the total eligible costs
    • Lot 2 – Thematic programme for CSOs at national level: between 70% and 90% of the total eligible costs
