Actions must take place in: the Lao PDR. However, a few individual activities can take place in other locations in the South-East Asia region (if duly justified).

Priorities and funded actions

Objectives

To contribute to the respect for fundamental rights and the consolidation of the rule of law in the Lao PDR
To strengthen the capacities of Lao media practitioners and local civil society actors in promoting accountability and transparency at national and local levels in the area of green growth and sustainable development, including through the use of digital and new technologies

Priorities

Priority 1: support privately and state-owned media outlets (including women journalists) to strengthen their professional skills and use of digital and new technologies, with the view of providing the public with quality information through responsible and professional reporting with regard to green development issues
Priority 2: support civil society actors to enhance their knowledge and capacity to contribute constructively to policy-making, monitoring, and advocacy about ‘green development issues’ impacting their communities, including through the use of digital and new technologies

Among financed actions

Actions promoting the use of digital technology for empowering civil society actors, including young people to become informed and advocate for their rights
Actions fostering online media literacy and digital skills among civil society actors and media practitioners
Actions helping civil society actors to understand the value of open internet and make informed choices while using digital technologies, disseminate evidence-based information, and build or reinforce skills including on digital security matters and data protection
Actions providing state and private media outlets with training and professional development activities
Actions providing journalists and civil society actors with opportunities to engage and network with a broad range of actors regionally and internationally
Actions promoting forms of interactions and information-sharing between civil society actors and news outlets

This call for proposals is an open call for proposals
Initial duration of the action: between 24 and 48 months

Eligibility

Be a legal person and be non-profit-making
Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international organisation as defined by Article 156 of the EU Financial Regulation

Financement

Total amount of the call: 1 million euro
Amount of the grant: 1 million euro
Co-financing rate: 90 % of the total eligible costs of the action
