Priorities and funded actions

Objectives

  • To promote and protect: human rights and fundamental freedoms; democracy; and the rule of law and to strengthen participatory democracies and the EU
    integration and approximation process in Serbia
  • To protect and empower individuals to contribute to the full enjoyment by everyone of all human rights, be they civil, political, economic, social or cultural rights (LOT 1)
  • To raise awareness and create participation of Serbian citizens (LOT 2, 3, 4, 5)

Priorities

  • Priority 1 – Contributing to expanding the space for civil society (LOT 1)
  • Priority 2 – Providing short-, medium- and long-term holistic support to human rights defenders (LOT 1)
  • Priority 3 – Expand and strengthen civil society’s active engagement with their constituency, allowing citizens to become active participants of Serbia’s EU accession process (LOT 2, 3, 4, 5)
  • Priority 4 – Promoting the values at the core of the EU, as enshrined in Article 2 of the Treaty of the EU5, by engaging with the citizens through participatory and deliberative methods (LOT 2, 3, 4, 5)
  • Priority 5 – Supporting youth initiatives and dialogue in relation to the above priorities (LOT 2, 3, 4, 5)

Among financed actions

  • Strengthening the role and capacity of civil society in advocacy and promoting human rights and good governance in the Republic of Serbia (LOT 1)
  • Support for protection of social, economic and cultural rights, including persons with disabilities, children, women, elderly, homeless and the rights of persons belonging to minorities (also Roma inclusion) (LOT 1)
  • Engagement in the local communities via direct contact with the citizens/constituencies (LOT 2, 3, 4, 5)
  • Ensuring evidence-based public debates with actors of different educational and cultural backgrounds and ideological stances (LOT 2, 3, 4, 5)
  • Creation of innovative methods of participatory engagement with the citizens, including youth, both in vivo and online (LOT 2, 3, 4, 5)
  • Advocacy and public campaigns (LOT 2, 3, 4, 5)

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 48 months

Eligibility

  • Be a legal person
  • Be a non-profit-making entity
  • Be a specific type of organisation such as: civil society organisation, including non-governmental organisation
Financement
  • Total budget of the call: 5.772 million euro
    • Lot 1 Human Rights and Democracy: 3.3 million euro
    • Lot 2-5 Civil Society Facility: 2.472 million euro
  • Amount of the grant:
    • Lot 1 Human Rights and Democracy: between 200.000 and 500.00 euro
    • Lot 2-5 Civil Society Facility: between 500.000 and 618.000 euro
  • Co-financing rate: between 51% and 90% of the total eligible costs
