Priorities and funded actions

Objectives

Lot 1:

  • To protect human rights, fundamental freedoms and democracy in Sri Lanka and in the Maldives
  • To enhance democratic governance in Sri Lanka and Maldives, with a specific focus on improving the integrity, transparency and accuracy of electoral processes; supporting political pluralism and inclusiveness

Lot 2:

  • To enable and enhance Civil Society Organizations’ engagement as an efficient actor of governance and development process in Sri Lanka
  • To support CSOs actions helping Sri Lankan vulnerable population groups (in particular women, children and youth) and communities to cope with the negative impacts of the ongoing socio-economic crisis in Sri Lanka

Priorities

Lot 1:

  • Priority 1 – To strengthen electoral reforms, institutions and practices, building inter alia on the recommendations from previous EU Electoral Observations Missions (EOM) deployed in both countries
  • Priority 2 – To promote political pluralism and inclusiveness, including support to democratic engagement and political education, support to CSOs and youth networks/coalitions active in that sphere as well as support to dialogue and alliances-building between civic and political actors/political parties

Lot 2:

  • Priority 1 – Livelihood and social assistance support targeting women, youth and/or children
  • Priority 2 – Nutrition-related interventions targeting women, youth and/or children
  • Priority 3 – Education-related interventions targeting women, youth and/or children
  • Priority 4 – Protection and psycho-social support targeting women, youth and/or children

Among financed actions

  • Networks-building/partnerships/dialogue with different authorities/other stakeholders at local, sub-regional, national and regional/international level
  • Awareness-raising campaigns and/or lobbying activities for informing public opinion and key decision makers
  • Data collection, analytical or research work in support of lobbying, advocacy and legal reforms
  • Monitoring, oversight and watchdog activities
  • Lessons/experiences-sharing
  • Services delivery; support to community-based local actions/initiatives
  • On-the-job training and mentoring for local organizations to help them perform their role as independent development actor

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 36 months

Eligibility

  • Be a legal person
  • Be non-profit-making
  • Be a specific type of organisation such as: non-governmental organisation

Financement
  • Total budget of the call: 3.1 million euro
  • Amount of the grant:
    • Lot 1: between 500.000 euro and 550 000 euro
    • Lot 2: between 650.000 euro and 1 million euro
  • Co-financing rate: between 70% and 95% of the total eligible costs
