Priorities and funded actions

Objectives

  • To support, develop and consolidate human rights, the rule of law and civil society in Mali
  • To contribute to the promotion and protection of human rights
  • To strengthen the rule of law and fundamental freedoms
  • To strengthen the participation of civil society organisations in public action
  • To involve civil society organisations in the monitoring of public action

Priorities

  • Lot 1 “Contribute to the promotion and protection of human rights
    • Priority 1: To promote and protect the rights of people and groups traditionally discriminated against, vulnerable or victims of violence because of their ethnic or social background, gender, disability (among others) including women and children, migrant populations and victims of descent-based slavery (non-exhaustive list)
    • Priority 2: To prevent and deal with gender-based violence
  • Lot 2 “Strengthening the rule of law and fundamental freedoms
    • Priority 1: To strengthen access to justice and the penal chain and the fight against impunity
    • Priority 2: To improve the civic space and respect for fundamental freedoms
  • Lot 3 “Strengthening the participation of civil society organisations in public action
    • Priority 1: To strengthen the capacities of civil society organisations in the fields of hygiene, sanitation, environmental preservation or road safety
    • Priority 2: To strengthen cooperation and partnership between civil society organisations and local authorities in the fields of hygiene, sanitation, environmental preservation or road safety
  • Lot 4 “Contribution of civil society organisations to the monitoring of public action
    • Priority 1: To support the emergence of a network of civil society organisations capable of autonomously and rigorously managing the various steps required to carry out public expenditure tracking surveys
    • Priority 2: To track public expenditure to its destination and assess the quality of public services in the areas of civil status, education, health, water, sanitation, agriculture and the environment

Among the actions financed

  • The provision of psychosocial, medical, legal or any other type of support for victims of human rights violations and gender-based violence
  • Coordination, referral and care activities (medical, psychosocial, socio-economic, etc.) relating to the accompaniment of those subject to legal proceedings
  • Training activities for various actors in hygiene/sanitation and environmental protection
  • Development and dissemination of educational materials, including in schools and universities

Additional information

  • This is a restricted call for proposals. In the first instance, only short notes will be evaluated
  • Initial duration of the action:
    • Lot 1, 2 and 4: between 24 and 36 months
    • Lot 3: between 36 and 48 months

  • Be a legal entity
  • Be a non-profit entity
  • Be: a non-governmental organisation, a national human rights institution
Financement
  • Total budget of the call: 7.0535 million euro
    • Lot 1 “Promotion and protection of human rights”: 1.865 million euro
    • Lot 2 “Rule of Law and Fundamental Freedoms”: 1.865 million euro
    • Lot 3 “Participation in public action”: 2.8235 million euro
    • Lot 4 “Control of public action”: 500.000 euro
  • Amount of the grant
    • Lot 1 “Promotion and protection of human rights”: between 300.000 and 900.000 euro
    • Lot 2 “Rule of law and fundamental freedoms”: between 300.000 and 900.000 euro
    • Lot 3 “Participation in public action”: between 500.000 and 1 million euro
    • Lot 4 “Control of public action”: between 250.000 and 500.000 euro
  • Co-financing rate: between 50 and 95% of the total eligible costs
