Countries eligible to the programme:

  • Actions must take place mostly in the People’s Republic of China, mainland
  • Activities of the action may take place, as necessary to achieve the objectives of the action, in other parts of China or other countries, noting however that the final beneficiaries of the actions are the citizens and communities living in mainland China

Priorities and funded actions

Objectives

  • To strengthen civil society partners’ institutional and operational capacity, networking, advocacy and research
  • To enable and ensure their participation in an informed, inclusive and constructive policy dialogue at local and national level in China
  • To improve the enabling environment for operations of civil society, and improve capacity and ability for local civil society to achieve this

Priorities

  • Priority 1: Capacity development of all CSOs involved in the action, including grass-root CSOs that receive financial support (FSTP)
  • Priority 2: Strengthen networking and exchange between CSOs working on a specific theme
  • Priority 3: Engage mass organizations, youth and women organizations, environmental organizations
  • Priority 4: Contribute to public diplomacy, awareness and advocacy, engage media
  • Priority 5: Conduct policy dialogue with relevant authorities on issues of social protection policy, environment or gender
  • Priority 6: Build trust between authorities and civil society in order to improve the enabling environment and defend a more open civic space

Among financed actions

  • Actions supporting social protection of vulnerable populations
  • Actions supporting  environmental protection and climate change mitigation/adaptation
  • Actions helping CSOs to engage in gender equality and youth inclusion

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 30 and 48 months

Eligibility

  • Be a legal person and be non-profit-making
  • Be Civil Society Organisations
  • be established in People’s Republic of China or a Member State of the European Union, or a Member State of EEA countries
  • The proposed action must address at least three priorities from the above list
Financement
  • Total budget of the call: 2.612,500 euro
  • Amount of the grant: between 650.500 euro and 1.3 million euro
  • Co-financing rate: between 70% and 95% of the total eligible costs of the action.
