Priorities and funded actions

Objectives

  • Strengthen good governance and the protection of human rights in the prison and media sectors
  • Strengthening good governance of the prison system, with particular emphasis on detention centres
  • Strengthening the professionalisation of the media and media education for citizens

Priorities

  • Priority 1: Support for the management and operation of detention centres with a view to humanising detention conditions
  • Priority 2: Direct support for the most vulnerable detainees, in particular through psychosocial assistance, access to essential goods and access to health services
  • Priority 3: Support for access to justice for detainees, with particular attention paid to those on remand or in detention without charge
  • Priority 4: Support for pilot activities to support the application of alternative sentences
  • Priority 5: Support for the empowerment and critical thinking of citizens, particularly young people, children and their parents, with regard to media documents and media (print, audiovisual or electronic) to which they are addressees or observers
  • Priority 6: Enhancing the professionalism of journalists by supporting the introduction of a statute for journalists
  • Priority 7: Supporting the professionalisation of journalists by training them to research, verify, write and pass on information

Among financed actions

  • Human rights training for prison, police and gendarmerie staff
  • Nutritional assistance for prisoners and strengthening of prison kitchen services; strengthening and support for prison health units and staff, health prevention and awareness-raising
  • Advocacy for the constitutional principle of habeas corpus to be respected, for the use of preventive detention to be limited as far as possible, and for judicial delays to be reduced
  • Advocacy campaign for the application of alternative sentences, alternative measures to imprisonment and adjustments to prison sentences in progress
  • Training and awareness-raising activities aimed at preventing misinformation, the formulation and dissemination of fake news and discourse inciting hatred and violence

Additional information

  • This call for proposals is a restricted call for proposals. Initially, only conceot notes should be submitted for evaluation.
  • Initial duration of the action: Between 24 and 48 months

Eligibility

  • Be a legal entity
  • Be a non-profit-making entity
  • Be: an non-governmental organisation, a public sector operator, a local authority
  • Be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity/entities and not act as an intermediary
Financement
  • Total budget for the call: 2.25 million euro
  • Amount of grant: Between 750.000 and 1.125 million euro
  • Co-financing rate: Between 75% and 85% of total eligible costs
