Priorities and funded actions

Objectives

  • To empower civil society in the Pacific Island Countries(PICs) to engage as actors of governance and development by advancing human rights issues, influencing policy and decision making processes and holding the Government accountable for its performance towards citizens and society at large
  • To strengthen CSOs’ capacities for project implementation, advocacy, policy analysis and monitoring of governmental programmes in selected priority areas, while also promoting the development of partnerships, including with public authorities, and facilitating inclusion of CSOs in national and local decision-making

Priorities

  • Priority 1: Supporting community mitigation, adaptation and resilience to climate change
  • Priority 2: Supporting economic empowerment and fighting inequalities in a context of post-COVID-19 recovery
  • Priority 3: Supporting youth
  • Priority 4: Promoting democratic participation and accountability

Among financed actions

  • Supporting efforts to build resilience at local level and reduce vulnerability to climate impacts; mitigating negative impacts of climate change on human rights
  • Contributing to preserving natural resources through the adoption of sustainable, climate-smart agricultural practices e.g. soils and water management, organic, crop rotation, agroforestry, multiple cropping, mosaic landscape, etc
  • Promoting green economic initiatives and ensuring adequate training and skills building
  • Promoting corporate social responsibility and ensuring that labour rights and decent work are respected throughout value chains
  • Promoting young people’s mobilisation (incl. through the use of digital tools and data) and ensuring their participation in building democratic and inclusive societies
  • Providing capacity-building for young people to address current societal challenges and to build resilience in societies against future shocks
  • Supporting the rule of law and the fight against corruption, fostering transparency and promoting sound management of public funds
  • Monitoring and reporting of attempts to undermine the separation of powers, and/or to restrict the oversight of government actions and decisions

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 36 months

Eligibility

  • Be a legal person
  • Be a non-profit making entity
  • Be a specific type of organisation such as: non-governmental organisation (CSO25), public sector operator, local authority, international (inter-governmental) organisation
Financement
  • Total budget of the call: 4.075 million euro
    • LOT 1 – Fiji, Solomon Islands: 2.4 million euro
    • LOT 2 – Samoa, Tonga, FSM, RMI, Kiribati, Tuvalu: 1.675 million euro
  • Amount of the grant:
    • LOT 1 – Fiji, Solomon Islands: between 400.000 and 600.000 euro
    • LOT 2 – Samoa, Tonga, FSM, RMI, Kiribati, Tuvalu: between 150.000 and 415.000 euro
  • Co-financing rate: between 50 and 90% of the total eligible costs
