Priorities and funded actions

Objectives

  • To contribute to the development and consolidation of the rule of law in the Republic of Moldova with full respect of human rights and fundamental freedoms
  • To support independent media workers and a free media in the Republic of Moldova (Lot 1)
  • To promote and protect the rights of  members of national minorities in the Republic of Moldova (Lot 2)

Priorities

Lot 1 – To support independent media workers and a free media in the Republic of Moldova

  • Priority 1: To strengthen the capacities of civil society, independent media, journalists, bloggers and fact-checkers to provide the public with reliable information through responsible and professional reporting
  • Priority 2: To fight disinformation including through increased capacities of media workers to report signals and through a better understanding among citizens’ of the threats inherent to the online media
  • Priority 3: To help detect, prevent and count digital, physical, legal and other types of attacks and/or threats to journalists, bloggers and other media workers as well as any undue influence in their work

Lot 2 – To promote and protect the rights of  members of national minorities in the Republic of Moldova

  • Priority 1: Supporting the protection and promotion of the rights of persons belonging to national minorities including in the areas of non-discrimination, inclusion in public life, support for minority protection mechanisms and the protection and promotion of their social, economic and cultural rights

Among financed actions

  • Increase awareness and understanding of human rights, justice reform and anti-corruption initiatives by producing media content and awareness-raising campaigns and events
  • Develop and improve media literacy among adult and young population helping to distinguish credible information from disinformation
  • Reports such as on cases of violations of access to justice of vulnerable groups
  • Monitoring of and reporting on the situation of national minorities in the Republic of Moldova, on the implementation of relevant national policies/strategies and national legal framework

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 24 and 36 months

  • Be a legal person
  • Be a non-profit making entity
  • Be a non-governmental organisation
Financement
  • Total budget of the call: 2 million euro
    • LOT 1: Support for Free Media: 1.18 million euro
    • LOT 2: Support for Minorities: 820.000 euro
  • Amount of the grant:
    • LOT 1: Support for Free Media: between 550.000 and 590.000 euro
    • LOT 2: Support for Minorities: between 360.000 and 410.000 euro
  • Co-financing rate: between 50% and 95% of the total eligible costs
