Priorities and funded actions

Objectives

  • To assess the feasibility of developing a public repository that would provide one-stop-shop information about the status of public domain and openly licensed works
  • To enhance legal certainty surrounding works that belong to the public domain or are openly licensed
  • To develop a functional prototype of such a repository

Priorities

  • Priority 1: Feasibility study
    • Sub-priority 1: To identify existing public repositories of public domain and openly licensed works and/or private databases managed by OCSSPs
    • Sub-priority 2: To explore possible governance models with stakeholders and their relative benefits
    • Sub-priority 3: To assess the legal aspects of the deposit
    • Sub-priority 4: To determine the operational aspects of the repository
    • Sub-priority 5: To define all the necessary technical requirements of the repository, including data collection, the best means to ensure that the dataset is accurate and of high quality, and the integration with existing repositories to create a sufficient mass of data
    • Sub-priority 6: To identify possible challenges in both setting up the database and implementing the use cases (in particular Article 17 and AI training data uses cases), including technical obstacles such as interoperability with existing repositories or users, legal challenges, or any other relevant challenge
  • Priority 2: Prototype of a repository of EU public domain and open licensed works
    • Sub-priority: To establish a first level of governance and develop a secure and robust pan-European prototype database that can be used, referenced and augmented by relevant stakeholders to test and prove the concept

  • The development of a prototype database of public domain and open licensed works, including technical requirements
  • Meetings, conferences, seminars, or other awareness and dissemination actions linked to the feasibility study and the development of the prototype

Eligibility

  • Be a legal person
  • Be a public or private entity
  • Be a non-profit making entity
  • Be established in EU Member States (including overseas countries and territories (OCTs)
  • A consortium composed of at least 2 entities must be constituted
