Priorities and funded actions

Objectives

  • To promote and protect human rights and fundamental freedoms, democracy and the rule of law
  • To strengthen local Civil Society Organisations (CSOs) as independent actors of good governance and development in Kazakhstan

Priorities

  • Priority 1: to help CSOs to promote fundamental freedoms and effectively fight for the eradication of all forms of torture, and all forms of cruel, inhumane and degrading treatment or punishment
  • Priority 2: to help CSOs in their work to support the rule of law and counteract discriminatory policies, measures and practices. Specific attention shall be paid to the work of youth and women organisations and movements
  • Priority 3: to strengthen capacities of local CSOs to engage in policy dialogue at national level and in dialogue,
    implementation and monitoring of national development programmes and plans
  • Priority  4: to improve capacity and ability of local CSOs to uphold and promote an enabling environment and democratic space in Kazakhstan, to support local administrations in the implementation and monitoring of the national initiatives and plans on decentralisation and implementation
  • Priority  5: to strengthen capacity of local CSOs to engage in gender equality and youth inclusion and strengthen
    capacity of local women’s and youth partner CSOs

Among financed action

  • Advocacy, lobbying and development of strategies by civil society organisations
  • Supporting the collection of relevant information
  • Human rights training, legal counselling, psychosocial, medical, legal and safety assistance
  • Sub-granting to local civil society organisations working on human rights issues
  • Capacity building activities for the mobilisation of underrepresented groups
  • Enabling civil society participation in and contribution to policy dialogue and decision-making processes at all levels
  • Technical and legal support to strengthen CSO partners’ capacity and ability to uphold, preserve and promote an enabling environment
  • Supporting capacity building and training for youth and women’s organisations, and for CSOs working specifically on youth inclusion and gender equality

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated
  • Initial duration of the action: between 36 and 48 months

Eligibility

  • Be a legal person
  • Be non-profit-making
  • be a specific type of organisation such as: Civil Society Organisation (CSO) and/or their association
  • Be established in14 Kazakhstan or a Member State of the European Union or any territory as no nationality restriction applies to applicants and co-applicants and to affiliated entities, if any, with field presence in Kazakhstan for at least two years,
  • Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
  • At least one co-applicant must be established in Kazakhstan
Financement
  • Total budget of the call: 5.4 million euro
    • Lot 1: 3 million euro
    • Lot 2: 2.4 million euro
  • Amount of the grant:
    • Lot 1: between 400 000 and 750 000 euro
    • Lot 2: 400 000 euro
  • Co-fiancing rate: between 90% and 95% of the total eligible costs
