Thematic Programme on Human Rights and Democracy – Serbia Country Allocation 2021 – 2022

The Thematic Programme for Human Rights and Democracy (HR&D) is a European Union programme that aims to promote democracy and human rights worldwide through support to civil society initiatives. This Programme is replacing and building upon the European Instruments for Democracy and Human Rights EIDHR (2006-2013, 2014-2020) and European Initiative for Democracy and Human Rights (2000-2006).

Priorities and funded actions

Objectives

  • Promotion and protection of: human rights and fundamental freedoms; democracy; and the rule of law.
  • Protecting and empowering individuals to contribute to the full enjoyment by everyone of all human rights, be they civil, political, economic, social or cultural rights

Priorities

  • Priority 1: To provide short-, medium- and long-term holistic support to human rights defenders.
  • Priority 2: To reverse the shrinking space for civil society.

Among financed actions

  • Strengthening the role and capacity of civil society in advocacy and promoting human rights and good governance in Serbia, especially in awareness-raising of the importance of human rights in responses to the COVID-19 crisis and similar emergency situations;
  • Support for protection of social, economic and cultural rights, especially for groups affected by economic and social consequences of the COVID-19 pandemic, including persons with disabilities,
    children, women, homeless and the rights of persons belonging to minorities.

Additional information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated.
  • Initial duration of the action: between 18 and 36 months

Eligibility

  • Be a legal person
  • Be non-profit-making
  • Be a specific type of organisation such as: civil society organisations, including non governmental organisations
  • Be established in a Member State of the European Union or in any eligible country
Financement
  • Total budget on of the call: 850,000 euro
  • Amount per grant: between 100,000 euro and 250,000 euro
  • Co-financing rate: between 50% and 95% of the total eligible costs of the action
