Priorities and funded actions

Objectives

  • To promote and protect human rights and fundamental freedoms, democracy and the rule of law in Türkiye through empowering civil society organisations in building resilient, inclusive and democratic societies

Priorities

  • Priority 1: to support civil society organisations working on closing the accountability gap and fighting impunity
    • Sub-priority 1: develop comprehensive approaches for ensuring accountability, in particular for the most serious human rights violations and abuses, and support victims in seeking remedy by linking national and international mechanisms
    • Sub-priority 2: support initiatives to combat impunity for human rights violations and abuses and transitional justice processes
    • Sub-priority 3: strive to eradicate torture and other forms of ill-treatment through prevention, prohibition, accountability and redress for victims
    • Sub-priority 4: promote rights-based and gender responsive justice, access to justice and legal assistance, and right to a fair trial
    • Sub-priority 5: monitor human rights in prisons and other places of deprivation of liberty and support the improvement, in line with international standards, of the detention conditions and treatment of persons deprived of liberty
  • Priority 2: to support civil society organisations working on promoting fundamental freedoms and strengthening civic and political space
    • Sub-priority 1: monitor challenges or opportunities for civic and democratic space, and support efforts to prevent and counter the closing of space and democratic backsliding
    • Sub-priority 2: prevent and take action against violations of the freedom of peaceful assembly and association
    • Sub-priority 3: promote and support rights of persons belonging to minorities
    • Sub-priority 4: promote and take appropriate action against disproportionate restrictions on freedom of thought, conscience and religion
    • Sub-priority 5: combat all forms of discrimination on any ground, with a specific attention to multiple and intersecting forms of discrimination

Among financed action

  • Support to victims of human rights violations and abuses, e.g. legal counselling, psychosocial, medical, legal and safety assistance
  • Human rights training
  • Documenting and reporting on cases of human rights violations
  • Developing tools to monitor and anticipate challenges or opportunities for civic and democratic space
  • Awareness raising and public communication activities
  • Capacity building activities for the mobilisation of underrepresented groups
  • Capacity strengthening of civil society organisations, democracy activists and human rights defenders
  • Advocacy, lobbying and development of strategies by civil society organisations to push for legal reform, to influence policy-making, or to counter restrictions imposed by states on them and other non-state actors
  • Sub-granting to local registered and non-registered civil society organisations working on human rights issues
  • Organisation of exchange and dissemination of best practices

Additionnal information

  • This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated
  • Initial duration of the action: between 36 and 48 months

Eligibility

  • Be a legal person
  • Be non-profit-making
  • Be a civil society organisation
  • Be directly responsible for the preparation and manage moment of the action
  • No nationality restriction applies to lead applicants

Financement
  • Total budget of the topic: 4 million euro
  • Amount of the grant:
    • Lot 1: between 1,75 and 1.97 million euro
    • Lot 2: between 450 000 and 700 000 euro
  • Co-financing rate: between 60% and 95% of the total eligible costs
