The European structural and investment funds (ESIFs) are the European Union’s main investment policy tool, with a budget of €454 billion for 2014-2020. But the beneficiaries may sometimes face difficulties in the monitoring and the management of these funds.
From this perspective, the Commission has implemented the High Level Group of Independent Experts. The group is composed of twelve members and is chaired by Siim Kallas, Former Commission Vice-President. The aim of this High Level Group is to think about a simplification and a reduction of the administrative burden linked to the management of the ESI Funds.
The fourth meeting of the high level group took place on 21st June 2016. The main focus of the meeting was the “gold-plating”, which refers to the administrative extra-requirements sometimes required by the national and local authorities in charge of managing the funds.
