The project launched by the the United Nations Industrial Development Organization (UNIDO) is a result of an agreement between EU and its partner from the Southern Mediterranean within the overall framework of the European Neighborhood and Partnership Instrument (ENPI).
The project is including a series of focused technical assistance programmes, including on the development of clusters in Cultural and Creative Industries (CCI) in the Southern Mediterranean. In itself, the approach is very unique as it seeks to embed the concept of clusters – a proven methodology for the increased competitiveness of Small and Medium Enterprises (SMEs) within a given value chain – in the Cultural and Creative industries (CCI).
This could represent a tremendous opportunity for inclusive and sustainable industrial development (ISID) and job creation in the countries of the Southern Mediterranean.
The EU-funded project “Development of Clusters in Cultural and Creative Industries in the Southern Mediterranean” also benefits from a contribution of the Italian Cooperation; it is undertaken within the ENPI framework and is consistent with the socially-inclusive growth objectives of the Union for Mediterranean (UfM). Implemented by UNIDO, the project seeks to demonstrate that CCI clusters can become even stronger engines of socio-economic growth and development. Concurrently, by nurturing creativity and fostering innovation that are rooted in each country’s respective cultural heritage, the region’s diversity is strengthened and its economic performance enhanced.
In addition to the technical support in entrepreneurial cooperation and in product development hat will be given to selected clusters, great emphasis will be put on networking and international collaboration as well on market access activities.
Strategy after an initial mapping of clusters and value chains in Cultural and Creative Industries in the Southern Mediterranean, a call for proposals will be launched to allow interested groups of companies to apply for UNIDO’s assistance. In each target country, a national steering committee comprising of public and private actors will short list a selected number of clusters; this list will subsequently be validated at the regional level during a regional conference.
