Citizenship

The notion of European citizenship was introduced by the Maastricht Treaty in 1992. European citizenship complements national citizenship without replacing it. By reference to the citizenship of a State, citizenship of the European Union is characterized by rights and duties and participation in political life. It aims to strengthen the link between the citizen and Europe by fostering the development of a European public opinion, a political identity of Europe. In order to actively involve citizens in the process of European integration, the EU has implemented a programme to encourage cooperation between citizens and citizen organizations from different countries in the spirit to meet and act together in a European environment which respects their diversity. Thus, with a proposed programme for citizenship, EUROPE FOR CITIZENS 2014-2020, the Commission aims to continue the activities initiated under the 2004-2006 program while proposing some innovations.
