Eu fund and call for proposals for youth
The YOUTH programme, has stimulated debate between the Member States on the development of a real youth policy. In fact, in this field, the possibility of harmonisation of the legislative and regulatory provisions of the Member States is excluded, with the exception of the programmes concerning youth or youth organisations.
Youth programmes were born following a wide-range consultation on both national and European levels.
This paper constituted a response to young people's strong disaffection with the traditional forms of participation in public life and called on young Europeans to become active citizens.
The adoption of the European Youth Pact by the European Council in March 2005 coincided with the end of the first cycle of implementation of the White Paper. The measures and actions planned in this pact were built from the European strategies for employment and social inclusion and on the "Education and training 2010" work programme. The main purpose is to improve the instruction, training, mobility, employability and social inclusion of young European citizens, while facilitating the reconciliation of work and family life.
The Commission set up an executive agency in 2005 to manage part of the Community programmes in the area of education, audiovisual media and education.
