- The troika refers indeed to the alliance of the EC, ECB and IMF, but it also has two other meanings. First, before the Treaty of Lisbon the troika was a European political representative in EU external relations within the foreign policy and security. Moreover, since Lisbon the principle of the troika refers to the Presidency of the EU Council by 3 Member States for 18 months .
