Global Fund to fight HIV/AIDS, TB and Malaria

News The European Commission will further increase its pivotal role and visibility in the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria by assuming the Vice Chairmanship of the Board.

Dr. Lieve Fransen, Head of the Human and Social Development Unit in DG Development, has been elected to this post. The European Commission is one of the main donors of the Fund contributing overall € 522 Million over the period 2002-2006. The EC was actively involved with the start-up of the Global Fund through the Transitional Working Group based in Brussels in 2001/2002. The presence of the European Commission on the Board of the Fund will reinforce the high profile of Europe in the fight against the three transmissible diseases: HIV/AIDS, tuberculosis and malaria. Dr. Fransen, who has been the EC representative on the Board of the Fund since 2002, replaces Prof. Michel Kazatchkine, the French AIDS Ambassador, who resigned from the Board last January. She will be jointly responsible for the governance of the Board of the Global Fund until April 2007 together with Dr. Carol Jacobs, who is the current Chair representing Latin America and the Caribbean. Dr. Fransen was selected in light of her long standing experience and involvement in this global initiative. She has played a very active role in the Fund’s activities since the beginning, including as Chair of the Procurement and Portfolio Committee, the Governance Committee and the Finance and Audit Committee. The Global Fund is a very wide financial mechanism to confront HIV/AIDS, malaria and tuberculosis worldwide. Between 2002 and 2008, 8 billion US dollars were pledged to the Global Fund which committed 4.9 billion through 350 grants in over 130 countries.
