Four reports were completed in 2012 by four expert groups that were appointed by the Open Method of Coordination in order to the management of the Structural Funds for culture, access to culture, the mobility of artists & cultural professionals, as well as the mobility of collections have been given a facelift, in the framework of a work plan fot culture 2011-2014
To strengthen the voluntary cooperation between  EU member States and implement the propositions of  2007 culture agenda.

The four reports were completed in 2012 by four separate expert groups which were convened through the Open Method of Coordination under the Work Plan for Culture 2011-2014. The Open Method of Coordination is a voluntary cooperation between EU member States that aims at improving policy-making by exchanging lessons learnt in the field. The method was extended to the field of culture in 2008, following the adoption of the European Agenda for Culture in 2007.
