A new country in the Lifelong Learning Programme: Montenegro

After Serbia and the Former Yougoslav Republic of Macedonia, Montenegro has signed the Memorandum of Understanding (MoU) establishing its full participation to the Lifelong Learning Programme (except for e-Twinning).
Albania may join the programme in a few weeks.


Such a participation, on an equal footing with the Member States, is part of the pre-accession strategy for the countries which are candidate or potential candidates for accession to the EU.

Albania may join the programme in the coming weeks, subject to a decision of its Government authorising the signature of a such an MoU.

Bosnia and Herzegovina opted for participation in 2014 only, in the future Erasmus for All programme.
