Objectives
* Lot 1: To promote climate change mitigation and adaptation actions
* Lot 2: To promote use of digital technologies for civic and youth engagement
Priorities
* Lot 1:
– Civil society is motivated and actively involved in tackling climate change;
– Citizens meaningfully participate in climate change governance, accountability and public policy processes;
– Civil society is actively and effectively involved in supporting Nationally Determined Contributions (NDCs) under the Paris Agreement
* Lot 2:
– Advocate for accountability in service delivery and the management of public funds through involvement of civil society in digital transformation of the country;
– Strengthen the rights of young people and their empowerment and involvement in public affairs by promoting their participation in e-governance at central and local level;
– Promote inclusive youth employment and skills development strategies, vocational training, as well as opportunities for youth to become self-employed by leveraging use of digital technologies
Among financed actions
* Lot 1: To promote climate change mitigation and adaptation actions
– Capacity development and community mobilisation with the aim to improve the target population’s understanding and ability to address climate change;
– Strengthen the voice of civil society to promote climate change mitigation, climate change adaptation and climate resilience at all levels of government;
– Design and implementation of innovative actions and climate-related strategies in key sectors, such as energy, agriculture, forestry, water management and urban development;
– Develop mechanisms and building the capacity of civil society to monitor policy implementation and ensure accountability at all levels of government
* Lot 2: To promote use of digital technologies for civic and youth engagement
– Application, adaptation and/or scaling of tested successful technologies:
> To increase awareness and civic engagement in public affairs and decision making through e-governance intiatives;
> To monitor implementation of public policy and the management of public funds through promotion of e-public services (e.g. e-justice, e-health, e-education);
> To monitor promotion of e-public service delivery, improve transparency and accountability, and contribute to the fight against corruption
– Development of open source software to facilitate use of technologies to protect and expand civic space and youth engagement online
Additional information
* This call for proposal is a restricted call for proposals. In the first instance, only concept notes will be evaluated
* Initial duration of the action: between 24 months and 36 months
* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: a civil society organisation or civil society organisation associations ,(international organizations are not eligible;
– Be established in the Kyrgyz Republic or a Member State of the European Union or a Member State of the European Economic Area;
– Have been registered for at least two years at the submission deadline for concept notes
* Indicative budget per lot:
– Lot 1: 2,000,000 euro
– Lot 2: 2,000,000 euro
* Amount of the grant: between 800,000 and 1,500,000 euro
* Co-financing rate: up to 90% of the total eligible costs
